Notice is hereby given that the County of Monmouth is requesting professional qualifications be submitted by interested Consultants for the above referenced project. The qualifications statement shall be no more than four (4) typed, single sided 8 1/2 " x 11" sheets in length. Anything in excess of this page limitation will not be read or considered. Resumes of proposed key personnel must be attached to the qualifications statement. Each resume shall be a maximum of two (2) single-sided 8 1/2 " x 11" sheets in length and should highlight education, professional credentials, and work performance on projects similar to that described below. The resume of the proposed project manager, as well as the resume(s) of proposed key technical staff must be included. Introduction The intent of this Request for Professional Qualifications is to select three (3) leading consulting firm candidates to provide Professional Engineering Services for development of final construction documents and obtaining all regulatory permits and approvals for the removal and total replacement of Bridge MS-48, improvements to the approach roadway alignments of County Route 1 (Perrineville Road), the rehabilitation of the attached Perrineville Lake spillway and improvements to the earthen dam (NJDEP Dam File No. 28-035) to meet current NJDEP Dam Safety Standards. Additionally, the proposed project may include enhancements to Monmouth County Parks property at this location which may include a recreational/small boat access and additional parking to Perrineville Lake Monmouth County. (See location map page 4). Only the three (3) top ranked Consultant firms will receive a detailed scope of work and an invitation to submit formal technical and cost proposals. One (1) of three (3) Consultants will be awarded a contract for design, permitting, and preparation of construction documents to be ready for public bidding. Those engineering services shall include, but are not limited to developing an Alternative Analysis Report, preparing all necessary right-of-way documents, coordinating and developing utility relocation plans, performing all necessary environmental studies, securing all applicable permits and approvals, performing hydraulic and hydrologic analyses, and developing Final Construction Plans and Specifications for public bidding for the total replacement of the structure. The design shall be performed in accordance with the latest Monmouth County, NJDOT, AASHTO Design Standards and Dam Safety Standards. The proposed alignment and potential Parks enhancements will require a major diversion approval under the NJDEP Green Acres Program. Project Description The consulting firm for this project shall provide all the requisite professional engineering services necessary to the demolition and total replacement of Bridge MS-48 on County Route 1 (Perrineville Road) over Tributary to Rocky Brook. Additionally, said construction documents will also include rehabilitation of the Perrineville Lake Dam (NJDEP Dam File No. 28-035) and improvements to the alignment of County Route 1 (Perrineville Road). Park enhancements may include, but are not limited to boat ramp improvements, additional parking and pedestrian crossing. Late proposals will not be accepted.
