The Las Vegas Metropolitan Police Department (LVMPD) is seeking Bids from qualified Bidders to restripe and seal coat various parking lots for maintenance purposes. Question Deadline 11/04/2024 at 12:00 PM PT This solicitation is issued by the Purchasing unit of the LVMPD via the NGEM System. The Purchasing unit is the only contact for this solicitation. Prospective Bidders should not contact any other entity, agency or unit within LVMPD about this solicitation. Provide all labor, tools, equipment, and materials to apply two applications of Polymer Modified Emulsion Seal to asphalt parking lots. Paint new parking space lines, hash marks, gore striping, arrows, stencil parking spaces, paint and stencil fire curbs, fire lanes, fire hydrants and safety bollards. Replace all existing ground traffic reflectors with new. Work plan /schedule will be discussed at pre-bid meeting. Successful Biddershallsubmit a work plan and schedule to Facilities for approval within 3 business days after date of award. Prior to seal coating, parking lots shall be cleaned of oilspots, all cracks and spallsrepaired, and all existing stencilsshall be painted over. LVMPD will ensure that all vegetation is removed, and landscape irrigation system is turned off. LVMPD reserves right to remove any sites in case budgeted funds are insufficient. TS 3. Surface Preparation: A. Existing asphalt surface to receive the seal coat product shall be cleaned of all silt deposits, oil spots, vegetation, debris, and other material that may affect the sealcoat process. Surface cleaning may be completed by blowers, vacuum or mechanical sweeping, water washing or other acceptable techniques. If water flushing is used to clean the asphalt surface, the surface shall be dry prior to the application of the seal coat product. Motor oilspots and objectionable areas are to be cleaned and treated with a compatible asphalt emulsion diluted 50/50 to aid in adhesion. B. Crack sealing of all cracks 1/4" - 1" shall be completed prior to the application of the seal coat product. The crack seal product shall be DRAFCO PLS 200, applied to meet the manufacture recommendations. Before application of crack sealant all cracks shall be cleaned using compressed air. No backpack or walk behind blowers will be accepted. Cracks shall be filled flush with the surface using a Vee-Squeegee. Multiple application of crack sealing product may be required for deeper cracks. Crack seal product shall be applied along the edge of the asphalt and concrete curb lines with the application of a 3" overlapping ban. Special care shall be given along curb lines. Any sealant beyond 1 1/2" in the curb gutter shall be removed and the concrete cleaned. C. Existing facilities including concrete boxes, metal valve box covers, manholes or other surface items shall be protected or sealed around. D. To prevent bleed through, all existing letters and numbers that are painted on the asphalt shall be covered with a coat of black oil-based paint
