Renovation of a civil project in Brooklyn, Indiana. Completed plans call for the renovation of a water / sewer project.
Bids received after such hour will be returned unopened. All interested citizens are invited to attend and should any citizens require special provisions, such as handicapped modifications or non-English translation personnel, the Town will provide such provisions as long as the request is made by Monday, November 18, 2024. The Project includes the following Work: Base Bid: In general, the work to be completed for the Town of Brooklyn Wastewater System Improvements project involves the construction of a new lift station, force main, gravity sewer, existing lift station equipment replacement, equalization tank, wastewater treatment facility (WWTF) process equipment replacement, structure modifications as well as all site and pavement restoration, maintenance of traffic, erosion control, dewatering, and all other ancillary work required to complete the project as generally designed. Division B Wastewater Treatment Facility Base Bid - Wastewater Treatment Facility Improvements include the construction of new 1-million-gallon equalization tank; influent control valves, valve vaults, influent flow meters, and influent flow meter vaults; non-potable process water pump system; headworks grinder equipment replacement; phosphorus chemical system; sludge drying / disposal system improvements; wood frame buildings for new chemical and electrical equipment; removal and replacement of all equipment for one SBR (including blowers), concrete repairs and coating for one SBR tank, and related controls and electrical systems for operations. Division B Mandatory Alternate Bid No. B1 : Wastewater Treatment Facility Improvements include the replacement of equipment for second sequencing batch reactor (SBR), and appurtenances; blower replacement for second SBR; concrete repairs and coating for second SBR tank, related controls, and site electrical systems for operations. Division B Mandatory Alternate Bid No. B2: Wastewater Treatment Facility Improvements include the aerobic digester structural modifications; aerobic digester piping, equipment and appurtenances; aerobic digester blower replacement; and related controls and site electrical systems for operations. Division B Mandatory Alternate Bid No. B3: Wastewater Treatment Facility Improvements include the modification of the existing chlorine contact tank; installation of ultraviolet disinfection unit; removal of existing chlorination and dichlorination chemical systems; laboratory modifications, and office modifications; and related controls and site electrical systems for operations. Bids are requested for the following Contracts: Division B - Wastewater Treatment Facility Improvements. Prospective Bidders may obtain or examine the Bidding Documents by appointment at the Issuing Office on Monday through Friday between the hours of 8:00 am to 5:00 pm and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office. Pennsylvania Street, Suite 2800 Indianapolis, IN 46204 317-347-3663, ext. 227 Contact information and submittal procedures for such questions are as follows: A. Bidders shall submit all questions to the Engineer in writing via email to Keegan Dunn, P.E. (kdunn@hwcengineering.com). B. Questions will be taken until 4:00 p.m. local time on Thursday, November 14, 2024. At that time no further questions will be answered, or changes made to the documents. A final addendum, if required, will be issued on Friday, November 15, 2024. Bidders shall bid the plans as per the project documents and addenda issued to date. Any changes or clarifications after the final addendum shall be made during the construction phase and shall be handled through field orders or change orders The Owner reserves the right to reject any bid, or all bids, or to accept any bid or bids, or to make such combination of bids as may seem desirable, and to waive any and all informalities in bidding. Any bid may be withdrawn prior to the above scheduled time for the opening of bids or authorized postponement thereof. Any bid received after the time and date specified shall not be considered. No bid may be withdrawn after the scheduled closing time for receipt of bids for at least ninety (90) days. A conditional or qualified Bid will not be accepted. Award will be made to the low, responsive, responsible bidder. The lowest most responsive, responsible bidder must not be debarred, suspended, or otherwise be excluded from or ineligible for participation in federally assisted programs under Executive Order 12549 and must be approved by USDA Rural Development. All applicable laws, ordinances, and the rules and regulations of all authorities having jurisdiction over construction of the projects shall apply to the Projects throughout. Bids shall be properly and completely executed on bid forms included in the Specifications. Bids shall include all information requested by Indiana Form 96 (Revised 2013) included with the Specifications. Under Section III of Form 96, the Bidder shall submit a financial statement. A copy of the proposed Financial Statement to be submitted with the bid is included in the bid documents section to these specifications. The Owner may make such investigations as deemed necessary to determine the ability of the Bidder to perform the work and the Bidder shall furnish to the Owner all such information and data for this purpose as the Owner may request. The Owner reserves the right to reject any bid if the evidence submitted by, or investigation of, such Bidder fails to satisfy the Owner that such Bidder is properly qualified to carry out the obligations of the Agreement and to complete the work contemplated therein. Each Bidder is responsible for inspecting the Project site(s) and for reading and being thoroughly familiar with the Contract Documents and Specifications. The failure or omission of any Bidder to do any of the foregoing shall in no way relieve any Bidder from any obligation with respect to its Bid. Bidder is required to submit with bid a written plan for an employee drug testing program that complies with IC 4-13-18-5 and IC 4-13-18-6. ' Wage rates are not required for this project. Any contracts) awarded under this Advertisement for Bids are expected to be funded by the USDA Rural Development Agency. Neither the United States nor any of its departments, agencies or employees is or will be a party to this Advertisement or Bids or any resulting contract. Domestic Preference: This project is subject to the American Iron and Steel Act (AIS) requirements under the Consolidated Appropriations Act of 2017, Section 746 Division A, Title VII. Absent an approved waiver, all iron and steel products used in this project must be produced in the United States.
