The San Jacinto Unified School District (District) is requesting statement of qualifications for construction management services for Modernization, expansion, portable classroom removal, sports lighting upgrades, and other various District projects. It is the desire of the District to select a Construction Manager that can meet or exceed the District's requirement to provide the highest quality management, coordination, oversight and technical construction expertise at reasonable costs. PROJECTS DESCRIPTIONS San Jacinto High School Addition Modernization and Portable Removal The project consists of classroom building addition, modernization of an existing building and removal of old portable classroom buildings. This project is currently in the schematic design stage. Various Projects The District may, upon funding availability have other projects to complete. All questions may be directed to Korey Lawson, Director of Facilities & Operations at klawson@sanjacinto.k12.ca.us. GENERAL NOTES The selected firm will be required to deliver and provide professional CM Services. The CM firm should have the capability to be a full-service CM who will facilitate and oversee the planning, constructability review, bidding, construction, closeout and occupancy of the project, including the following services, but not limited to: Work with the District's Facilities & Operations Department in the coordination and quality control of all project documentation. Prepare monthly progress/status reports for cost, schedule, quality, etc. Reports are required throughout the duration of the project to be submitted on a monthly basis for review. Monthly report shall be in a format acceptable to the District. CM shall perform both a construction cost effective analysis and "Constructability Review" of the design and contract documents, with the objective of identifying document variances and deficiencies. Prepare a complete detailed cost estimate with assistance from the District's Architect so that a complete detailed final cost estimate for purposes of budget and delivery / phasing and master construction schedule verification can be established. The CM will assist the District in preparing the "Notice Inviting Bids," "Notice of Intent to Award" review of the proposed Agreement with each multiple-prime contractor, and other documents or actions typical of the Multiple-prime delivery method. The CM shall support and assist the District implement the prequalification process and procedures under the AB 1565 rules. The CM shall support and assist the District implement and monitor the Project's adopted Mitigated Monitoring Plan and/or Removal Action Workplan. Ensure that Storm Water Pollution Prevention Plan is initiated, maintained and closed out at the conclusion of the project. Coordinate and expedite all activities in connection with the contractors' obligation to provide "as built" documents. Ensure that all as-built drawings are incorporated into a single set of Project Record Documents. Ensure that District requirements regarding certified payrolls and subcontractor and material supplier releases are carried out. Monitor Contractor insurance certificates for coverage, endorsements, limits, and expiration dates. Evaluate and mitigate all claims for additional cost or time due to any alleged cause. Establish and implement a change order processing system that provides review of scope, price, and added contract time. Ensure that change orders are pre-approved before any action by contractor. Schedule and document all District training sessions. Arrange for supplementary information where needed. Arrange for Manufacturers to conduct training for maintenance and operations staff. The CM supporting the District will be responsible for fully supporting the requirements, policies and procedures of the Labor Compliance Program, to include, but not limited to, the collection and proper forwarding of payroll documentation required of the contractors. The CM shall develop a Construction Schedule for the Project, in consultation with the Architect and subject to approval of the Owner, which shall contain key milestones to be accomplished by each of the Multiple Prime Contractors in order to assure that the Project will be constructed within the time required by the Owner. The Construction Schedule shall be consistent with the schedule in each Project Authorization. The schedule shall be in sufficient detail to properly inform multiple-prime bidders of their schedule requirements, and shall become a Bid Document. Coordinate with the District and its consultant(s) to document and formally respond to bidder inquiries. Work with the Architect to issue addendum documents for bid packages, when necessary. Advise the Owner of cost, schedule and construction impacts resulting from the inclusion of addendum documents for bid packages. Analyze and make recommendation on bids received. Verify and confirm all contractual bidding requirements have been met. In conjunction with the District's Facilities & Operations Department and the District's Architect, coordinate and conduct project pre-construction conferences, as well as assist with the selection of an Inspector of Record (IOR) and testing laboratories for the projects. CM shall maintain complete files of all logs and other CM created documents. CM shall keep complete files for review by the District of all project documentation which shall include but not be limited to the following: design documents, estimates, bid documents, construction contracts, payment invoices, requests for information ("RFIs"), contractor's submittals and shop drawings, change orders, claims, schedules, and correspondence; at completion of project[s] deliver all files and documentation to the District in a format acceptable to Program Manager. CM shall coordinate all warrantee repairs for one year after the contractors Notice of Completions are filed. Schedule and conduct all regular weekly job-site progress meetings, preparing and distributing meeting minutes, unless otherwise noted or agreed to by District or its representative(s); All logs, updated at least weekly, shall be attached to the minutes.
