Reference Number 0000365593 The City of Mount Vernon, NY intends to utilize a portion of its American Rescue Plan Act (ARPA) funds to establish a Public Wi-Fi Program. This initiative aims to provide public internet access at broadband speeds, as defined by ARPA requirements to be 100 Mbps symmetrical, in city-owned locations, primarily to bridge the digital divide for residents. Additionally, the program aims to create network assets/resources the City can use for municipal services and data-driven projects (such as Smart Cities/IoT). The City is soliciting proposals from qualified firms to develop and administer the Public Wi-Fi Program as described in the Scope of Work below. Specific Desired Outcomes: Reliable Connection: Minimum speeds of 100 Mbps symmetrical. Free Access: Internet services provided to the public at no charge. Scalability: The solution should be scalable city-wide, capable of expanding to additional city-owned locations based on budget allowances. Sustainable Model: The proposed solution should include a financial/operating model for sustaining and expanding the service, including capital costs, annual operating costs, and revenue sources. Network Design: Opportunities to connect additional city-owned buildings/parks/assets, expanding to potential residential connectivity projects.
