Renovation of a mixed-use development in Felton, California. Completed plans call for the renovation of a detention facility.

Engineers Estimate (Multi-Use Recreation and Programs Facility): $3,146,934 Engineers Estimate (Renovation and Upgrades): $12,671,749 Project No. 2017-0326, 03 17 00483, 16C1-006 / #18C1-001 The Juvenile Hall Multi-Use Recreation and Programs Facility and the Juvenile Hall Renovation and Upgrades projects were designed as separate projects by different consultant teams. The projects are permitted separately. The County has determined that efficiencies can be obtained by having the same prime contractor perform both projects. Therefore, this contract includes all construction work for both projects. This project is for licensed contractors with a Type B, General Building Contractor's license. Multi-Use Recreation and Programs Facility: Install a pre-engineered steel structure containing a gymnasium, restrooms, training/program rooms, storage and mechanical/ equipment spaces, as well as minor utility, grading, drainage, fencing, walkways, and related site improvements. Plans and specifications have been prepared by William Fisher Architecture, Inc. and Whitson and Associates, Inc. DBA Whitson Engineers. Renovation and Upgrades: Perform a renovation to an existing kitchen, dining room, support spaces, laundry, and replacement of all cell doors. Work also includes renovations of existing day rooms, and central control space. Barrier removal and access upgrades are required throughout the areas of work and the exterior site including restrooms and drinking fountains. Site work includes replacing damaged areas in parking lots, fixing accessible paths of travel, creating a teaching garden, providing and installing a premanufactured storage shed and greenhouse, and replacement of all perimeter security fencing. Plans and specifications have been prepared by Nelson Worldwide (formerly CGL Companies). This project is located at 3650 Graham Hill Road, Felton, CA 95018 at the Santa Cruz County Juvenile Hall facility. Question Deadline 10/31/2024 at 5:00 PM PT, Question Response Deadline : November 8, 2024, 5:00pm, Any questions concerning the bid process, required submittals, evaluation criteria, bid schedule, and selection process should be sent through the online. DO NOT Email inquiries. The engineer's estimate for the Multi-Use Recreation and Program's Facility project is $3,146,934. The engineer's estimate for the Renovation and Upgrades project is $12,905,426. There are 365 calendar days in this contract. Each bidder must submit a bid proposal for the project via the online portal's bid form. Said proposal shall be accompanied by a cashier's check, a certified check or bidder's bond of ten percent (10%) of the amount of the bid submitted, to be made payable to the County of Santa Cruz. Bid bonds shall be issued by a corporate surety duly admitted and authorized to issue bonds and undertakings by the State of California. Background The Juvenile Hall is a secured facility and will remain operational during construction, requiring phasing of the work and specific access protocols. Background checks for every person on site will be required. The County will receive funding for the projects from the State through SB81 which necessitates keeping the financial records separate. There is a sample pay application included in volume I of the specifications. There are Incidental Take Permits with United States Fish & Wildlife Service for both projects for the Mount Hermon June beetle that require specific fencing and ground covering measures that are outlined in the Supplemental Conditions and specification attachments. County will be the sole judge as to the technical acceptability of any proposals and any award will be as determined most advantageous to the County considering such factors as completeness and responsiveness to Request for Proposal, experience, references, and anticipated costs. The County reserves the right to reject any or all proposals or parts thereof and to waive any informality or irregularity in any proposal. Pursuant to Santa Cruz County Code Chapter 2.33, Contractors and Subcontractors must make good faith efforts to hire Monterey Bay area residents in sufficient numbers so that no less than 50 per cent (50%) of the Contractor's total construction work force, including any subcontractor's workforce, measured in labor work hours is comprised of Monterey Bay area residents. This public works construction project is covered by Chapter 2.33 of the Santa Cruz County Code, and the entire chapter, as amended, is incorporated by reference into the project's specifications and conditions. Any bid proposal or other response to a solicitation for bid or proposal which proposes or calls for the use of any tropical hardwood or tropical wood products in performance of the contract shall be deemed nonresponsive pursuant to County Code Section 2.37.107.
