Site work and paving for a civil project in Harrisonville, Missouri. Completed plans call for site work for a bridge / tunnel; road / highway; for paving for a road / highway; and water / sewer project.

The work under this Contract consists of the following: Construction of 2,050 linear feet of open channel, 296 LF of reinforced box culvert (Dual 5ft x 5ft and 8ft x 5ft), 108 linear feet of storm sewer pipe (varies sizes), including riprap, driveway replacement (concrete and gravel), water main relocation demolition, excavation, backfilling, compaction, grading, fencing, pavement repairs, site restoration, and other miscellaneous appurtenances. A Bid Bond or certified check on a reputable bank in the amount equal to five (5%) percent of the total amount of the Bid must accompany each Proposal. No Bidder may withdraw his Bid for a period of ninety (90) days after date of opening of Bids. IMPORTANT - Surety companies executing BONDS must appear on the Treasury Department's most current list (Circular 570 as amended) and be authorized to transact business in Missouri. The City reserves the right to accept or reject any or all bids and to waive any technicalities, irregularities or informalities therein, to determine which is the lowest and best bid to accept and to approve the Bond. Bid may be modified or withdrawn by written request of the bidder received in the office of the Purchasing/Property Controller, prior to the time and date for bid opening. This project is funded through the American Rescue Plan Act (ARPA) Missouri Wage Determination - Chap. 290 RSMo. Missouri Law requires the inclusion of state wage determinations in the ARPA funding applicant's specifications. Applicants may obtain state wage determinations by contacting the Missouri Department of Labor and Industrial Relations, Division of Labor Standards, P. O. Box 499, 3315 West Truman Blvd., Jefferson City, Missouri 65102. Telephone (573) 751-3403. The ARPA funding applicant must include a copy of the most recent state wage determination in the specifications at the time of bid solicitation. All wages paid for work under this Contract shall comply with requirements of the Prevailing Wage Law of the State of Missouri, Missouri Public Law 294, Sec. 290.210 through Sec. 290.340, R.S.Mo. 1969, as amended and prevailing wages as established by the U. S. Department of Labor. Nondiscrimination in Advertisement and Employment: Bidders on this work will be required to comply with the President's Executive Order No. 11246, Title VI and Section 3 of the 1968 HUD Act as pertaining to Equal Employment Opportunity through Affirmative Action. The requirements for bidders and contractors under this order are explained in the Project Manual. Tax Exempt Status: All or certain items required for this contract are for the constructing, repairing, or remodeling of facilities for an exempt entity and qualify for exemption from State and local sales and use taxes under R.S.Mo 144.062. The Instruction to Bidders and Regulations of the Contract include tax exemption provisions covering the submission of the application for tax exemption determination by the Bidder awarded the Contract. Enrollment in Federal Work Authorization Program Bidders are informed that pursuant to Section 285.530, RSMo, as a condition of the award of any contract in excess of five thousand dollars ($5,000.00), the successful bidder shall, by sworn affidavit and provision of documentation, affirm its enrollment and participation in a federal work authorization program with respect to the employees working in connection to the contracted services. Successful bidders shall also sign an affidavit affirming that it does not knowingly employ any person who is an unauthorized alien in connection to the contracted services. Safety Training Bidders are informed that the Project is subject to the requirements of Section 292.675, RSMo, which requires all contractors or subcontractors doing work on the Project to provide, and require its on-site employees to complete, a ten (10) hour course in construction safety and health approved by the Occupational Safety and Health Administration ("OSHA") or a similar program approved by the Missouri Department of Labor and Industrial Relations which is at least as stringent as an approved OSHA program. The training must be completed within sixty (60) days of the date work on the Project commences. On-site employees found on the worksite without documentation of the required training shall have twenty (20) days to produce such documentation.
