This project is required to meet NPDES permit requirements and supports future growth. This request will fund year five of a six year project that includes the retrofit of the existing plant and addition of aeration basins 9 and 10 at the WRRF. Retrofitting Aeration Basins 14 will allow the basins to operate in a 5-Stage Bardenpho configuration, matching the configuration of new Aeration Basins 58 and providing the most efficient process for biological nutrient removal. By upgrading existing infrastructure, the City will be able to delay construction of future Aeration Basins 11 and 12, saving capital expense. Operators will benefit from having a consistent plant process configuration for treatment. Aeration Basins 9 and 10 are necessary because additional treatment volume is required to achieve compliance with final effluent limitations in the Citys NPDES permit. The stringent ammonia-nitrogen limits are the primary driver for expansion, which would create enough nitrification volume for the remainder of the facility planning window. The project is included in the City of Meridian's fy 2025 Capital Improvement Program.
