US Hwy 12 - N. Clinton Street Intersection. Week of January 6 Contract Award Project Description The project is located at the intersection of US Highway 12 and North Clinton Street, in the City of Walla Walla. The Port plans to design and construct a full grade-separated interchange and related improvements at the intersection, in accordance with WSDOT and City of Walla Walla Standards. The professional services will include WSDOT coordination, including ICE approval, permitting, 60% intersection design, utility layout, structural bridge design, street lighting, ADA and non-motorized improvements for access and safety for all modes of travel, analyzing and accommodating expected levels of freight and motor vehicle demand, and acquisition of needed right of way. The Port of Walla Walla (Port) in partnership with the City of Walla Walla (City) and Walla Walla County (County) is seeking responses to this solicitation for professional services for the US Highway 12 - N. Clinton Street Intersection Project, in the City of Walla Walla. All work will follow the Washington State Department of Transportation (WSDOT) standards and procedures for Local Agencies including the WSDOT Local Agency Guideline Manual (LAG Manual). This project has a consultant Disadvantaged Business Enterprise (DBE) goal of 13% Background The City of Walla Walla led the US Highway 12/Clinton/Wilbur Feasibility Transportation Study from 2018- 2020. Performed in collaboration with the Port, County, City and WSDOT, this study focused on developing strategies to improve multimodal connectivity, address safety concerns, alleviate congestion, and identify long-term solutions to support future land use and growth north of the US 12 corridor, particularly near the Clinton Street intersection. The analysis findings and outcomes of this study provide a basis for this new effort. Scope Of Work At a minimum, the selected firm shall perform or be able to subcontract the following: 1. Survey the extents of the project 2. Perform any necessary geotechnical investigations and reporting 3. Prepare and submit an Intersection control evaluation (ICE) to WSDOT 4. Facilitate any needed revisions to WSDOT access control, including preparing any needed reports and potentially organizing and attending an access hearing to comply with RCW 47.52. 5. Prepare for and lead community and stakeholder engagement 6. Permitting and design of improvements, including Environmental (NEPA/SEPA) 7. Develop preliminary (60%) plans adequate for the definition of needed right of way. 8. Provide complete right of way (ROW) acquisition services in compliance with all applicable WSDOT standards, including (but not limited to) title reports, ROW map and descriptions, needed exhibits, ROW funding estimates, appraisals and reviews, AOS's, Market data packets, resolution of access control, and property staking for property owners. 2. Rejection of Proposal: The Port reserves the right to reject any and all proposals, to negotiate with one or more CONSULTANT, to award to a CONSULTANT other than the first ranked CONSULTANT, to waive any informality in a proposal, to add or delete items from the scope of services prior to award, and to make awards deemed to be in the best interest of the Port. 3. Contract Award: The selected CONSULTANT shall enter into a written contract with the Port binding all terms, conditions, and provisions of the proposal, and other terms, conditions, and provisions negotiated prior to award of the contract. The contract period will be for the duration of the project. 4. Port's Use of Proposal Material: All material submitted in or with the proposal shall become the property of the Port, unless it is clearly marked as proprietary information. The Port reserves the right to use any ideas presented in the proposals, without compensation paid to the CONSULTANT. Selection or rejection of the proposal shall not affect this right. 5. Proposal Development: The cost for developing and submitting the proposal shall be entirely the responsibility of the CONSULTANT. 6. Insurance Requirements: The selected CONSULTANT shall procure and maintain for the duration of the contract, professional errors & omissions, general liability and automobile liability insurance against claims which may arise from or in connection with the performance of the work by the CONSULTANT, their agents, representatives or employees. Insurance coverage shall be in the amounts as outlined in the WSDOT Standard Consultant Agreement. Such insurance shall be received and approved by the Port prior to execution of the contract. The Port reserves the right to retain the services of the successful firm(s) for any subsequent phases associated with this project. Subsequent phases may include The Contract will be a Negotiated Hourly Rate agreement with a "not to exceed" dollar amount. This agreement will be for approximately forty-eight (48) months in duration with the option for the Port to extend it for additional time and money if necessary. Project tasks will include, but are not limited to, survey, geotechnical investigation, community engagement, design, permitting, stakeholder coordination, reporting, analysis, and right of way acquisition as required. The Port reserves the right to amend terms of this "Request for Qualifications (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their response. The Port anticipates the Consultant's work will start as soon as the contract is awarded. The Port is asking for qualified firms to submit their qualifications. The Port of Walla Walla reserves the right to reject any or all submittals received and to negotiate with any or all consultants on modifications to submittals. The method of Contractor Selection has not been Determined at this time.
