QUESTION SUBMITTAL DEADLINE Monday, November 4, 2024, 3:00 PM EST The Portland Housing Authority, (hereinafter, "the Agency") is a public entity that was formed in 1943 to provide federally subsidized housing and housing assistance to low-income families, within Portland, ME. The Agency is headed by an Executive Director (ED) and is governed by a seven-person board of commissioners and is subject to the requirements of Title 24 of the Code of Federal Regulations (hereinafter, "CFR") and the Agency's procurement policy. Though brought into existence by a Resolution of the City of Portland, it is a separate entity from the City. Currently, the Agency owns and/or manages: (a) 10 public housing developments totaling 978 housing units (subject to an approved portfolio RAD Filing); 222 units of Low-Income Housing Tax Credit from former public Housing converted under RAD and Section 18 (28 more with planning approval and tax credits issued which are pending construction); 10 units Market Rate; 169 housing units HUD Multi-family housing; (b) 2037 Vouchers (320 Project Based, 88 Vash, 1429 regular HCV, 20 FYI, 7 HCV committed to former PH being converted under Section 18, 68 Port-Outs, 34 Mainstream, 50 Homeownership and 21 EHV). The Agency currently has 97 employees (or open positions). In keeping with its mandate to provide efficient and effective services, the Agency is now soliciting proposals from qualified, licensed, and insured entities to provide the above noted services to the Agency. All proposals submitted in response to this solicitation must conform to all the requirements and specifications outlined within this document and any designated attachments in its entirety.
