Site work and paving for a mixed-use development in Utica, New York. Conceptual plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
1.1 Purpose The City of Utica (City) is issuing this Request for Qualifications (RFQ) to solicit Statements of Qualification (SOQs) from professional engineering firms to complete stormwater retrofitting (along streets and at municipal facilities), separated storm and sanitary/combined sewer design, site design (hydraulic modeling, grading, utilities, parking lots, sidewalks, roads, and green infrastructure in accordance with the NYS Stormwater Management Design Manual), and watershed management (riverine modeling, floodplain restoration, flood resiliency, surface water quality). Three (3) copies of the SOQ, and one (1) electronic searchable PDF file, must be submitted no later than 3:30 pm December 5, 2024 to the City at the address listed below. 1.2 Questions Questions regarding this RFQ shall be submitted to: Nicholas Bridenbecker, Acting Secretary City of Utica Board of Contract and Supply 1 Kennedy Plaza Utica, NY 13502 Email to: nbridenbecker@cityofutica.com 1.3 Preparation Costs The City shall not be responsible for SOQ preparation costs, nor for costs including attorney fees associated with any challenge to the selection of a preferred firm. By submitting a SOQ, each firm agrees to be bound in this respect and waives all claims to such costs and fees. SECTION 2 - QUALIFICATION PROPOSAL CONTENT REQUIREMENTS The SOQ shall be in letter form and shall not exceed 20 pages in length (excluding resumes) and shall be signed by a representative authorized to bind the firm. Information in excess of the page limit allowed will not be evaluated. One page shall be interpreted as one side of single-spaced, typed, 8 x 11 sheet. Proposals shall contain the following information: 2.1 Title Page The following information needs to be included: The firm s legal name, address, and telephone number, name of contact person and date; and Statement of understanding of the types of projects and summary of the firm s ability to provide the services required. 2.2 Firm Experience, Capacity, & Past Performance Provide general narrative on the firm including office location and size, specialized experience, capabilities, capacity, project approach, and unique qualifications to complete projects efficiently and responsively. 2.3 Personnel Qualifications (resumes can be included as appendices to proposal) Include a project management chart with key personnel and their area of responsibility. Furnish brief resumes for key personnel and identify specialized expertise and training that would benefit the City for the type of work proposed in the scope of services. 2.4 Similar Projects and Experience Provide a summary of at least five (5) projects completed that are similar in nature to those included in the Scope of Services. Include a reference and contact information for each project. SECTION 3 - REQUIRED SERVICES The scope of services contemplated by the City includes, but is not limited to the following: Preliminary Design may include, but is not limited to: Topographic and boundary surveying; development of design alternatives, including cost estimates; evaluation of cost and environmental factors; participation at public information meetings, planning studies and other incidental services required, as necessary to establish a Basis of Design Document. Final Design may include, but is not limited to: Final horizontal and vertical alignments of pipes, streets, bridges, paths, walkways and trails; development and design of public utilities; maintenance and protection of traffic during construction; typical sections and profiles; pavement markings; road reconstruction/rehabilitation; land restoration and landscaping, constructability reviews; and preparation of Final Plans, Specifications, and Estimates (PS&E) for the projects. Construction Support may include, but is not limited to: Assistance in construction bid proceedings; review of shop drawings; providing design response to unanticipated or changed field conditions; analysis and participation in proposed design changes; and ongoing interpretation and clarification of design plans. Construction Inspection may include, but is not limited to: Providing on-site construction inspection and oversight to ensure quality of construction and conformity with plans and specifications. Firms must be able to provide all of these services either directly or through subconsultants. Certain assignments will have diversity goals. The prime consultant should identify any tasks that will require a subconsultant to perform on any given project (Survey, Environmental, CI, etc.). The prime does not have to specifically identify the firm in this proposal, but any subconsultant must be licensed to perform work in New York State. SECTION 4 - SELECTION PROCESS A selection committee consisting of City Engineering staff will choose, in its opinion, up to three of the most qualified consultants with which to negotiate a Master Services Contract. This list will be known as the Pre-qualified List (PQL). SOQs will be evaluated on the following criteria: 1. General technical and professional competence, capacity, and logistics , familiarity with the selection area, and an office (with qualified staff) located within 80 miles of Utica - 25% 2. Past performance (from references or prior work with City) - 15% 3. The qualifications and experience of the personnel - 30% 4. Related experience on similar projects - 30% SECTION 5 - ASSIGNMENT PROCESS The City will review the SOQ of each firm on the PQL and make assignment selection(s) by ranking each firm for each specific project assignment. Rating and selection can be made directly from this list using the SOQ without any other documentation. - or - City prepares a 1-2 page project description and requests a supplemental 1-3 page proposal that may address the following areas: The firm's ability to perform the work. The firm's ability to meet the project schedule by analyzing the firm's workload. The specific personnel that the firm will assign to the project. Provide the firm with the opportunity to supply additional information regarding their expertise and experience with similar projects or work. If special expertise is required, the City will notify all PQL firms to provide them the opportunity to augment his/her team to address that special expertise. At its discretion, the City may conduct final oral interviews and/or in-person interviews with consultant(s) under consideration. The City will make final selection based on review of SOQ, supplemental submission, and interview notes. This is a Qualification Based Selection (QBS) process. Any discussion of fee shall be done after the selection of the consultant. If a reasonable fee cannot be negotiated, the City will select another firm from the PQL. The method of Contractor Selection has not been Determined at this time.
