Each bid shall be accompanied by a bid bond, cashier's check* or certified check made payable to the Monroe Township Board of Education for ten percent (10%) of the amount of the total bid, however, not to exceed $20,000. No bid may be withdrawn for a period of sixty (60) days after the date set for the opening thereof. No oral or other communications during the bidding process shall bind the Owner except as shall be contained in a written Addendum which the Owner may, in its sole discretion, issue in accordance with Applicable Law. It is the sole responsibility of the Bidder to ensure timely receipt of its Bid by the Owner, at the place designated for opening of bids. The Owner assumes no responsibility whatsoever in connection with any defects arising out of the issuance of the Bidding Documents or its failure to receive Bids at the time and place required and those which may arise from delay for any reason in obtaining the Bidding Documents or in the submission of a Bid, including, but not limited to, delays or failures of receipt caused by traffic delay, errors by messengers, mis-labeling, mis-direction from any source including by the Owners personneE, mis-delivery by common carrier, or any other reason. When it is in its best interest to do so and to the maximum extent of its discretion under applicable law, N.JS.A. 18A:18A-22, the Owner may award the Contract in whole or in part, select any combination of Bids and alternates, may waive any informalities, and may reject any or all Bids in the best interest of the Board. Statement of Ownership Requirement: Pursuant to N.J.S.A. Bidders shall submit a statement setting forth the names and addresses of all persons and entities that own ten percent or more of its stock or interest of any type at all levels of ownership. A Non-Collusion Affidavit and a Contractor Questionnaire/Certification also must be submitted with the bid. The bid package will also include other documents that must be completed and returned with the bid. Failure to comply with Instructions to Bidders and to complete and submit all required forms may be cause for disqualification and rejection of the bid. The Board of Education reserves the right to reject any non-responsive bids or all bids, pursuant to N.J.S.A. 18A:18A-22, and to waive minor informalities or non-material exceptions that may be in the best interest of the Board. ***Bid Event: The Monroe Township Board of Education hereby advertises for competitive bid pricing in accordance with N.J.S.A. (b). Bid No. SPSR-2024 Title of Bid -- Snow Plowing and Removal Bids must be submitted in a sealed envelope and delivered to the Office of the School Business Administrator/Board Secretary of Monroe Township Board of Education on or before the date and time indicated below. The envelope is to bear the following information: Title: Snow Plowing and Removal Bid Number SPSR-2024 Name and Address of the Bidder The bid opening process will begin on the advertised date and time at the Monroe Township Board of Education, 423 Buckelew Avenue, Monroe Township, New Jersey 08831. Bids may also be submitted to the School Business Administrator/Board Secretary or their designee at the bid opening meeting prior to the advertised date and time. The School Business Administrator/Board Secretary shall publicly receive and open afl bids on the advertised date and time. No bids shall be received after the time designated in the advertisement (N.J.S.A. 18A:18A-21(b)). At this time the Board of Education does not accept electronic (e-mail) submissions of bids. "Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 et seq."
