The City of Perry is seeking to enter into a grant administration contract with a qualified CDBG grant consultant. Scope of Work: The grant administration contract will encompass all CDBG-ED related grant administration services from project startup to project closeout, including but not limited to ensuring compliance with all applicable environmental review requirements, project/program management, financial tracking, monitoring labor standards, review of policies and procedures, and reporting requirements Project Description: The project will include the repaving of approximately 15,297 LF of street repaving and 4,220 SY of parking lot repaving to be funded as an Urgent Need project by the FFY 2023 Community Development Block Grant (CDBG) in the Economic Development Category. Grant Consultant Evaluative Criteria: Proposals will be considered on an equal competitive basis using the following criteria: (1) Successful CDBG Grant Administration experience: Max. 30 points; (2) Proposed approach: Max. 25 points; (3) CDBG Grant Administration experience with rural communities: Max. 25 points; (4) Qualifications of project staffing: Max. 15 points; (5) Fee: Max. 5 points. Also, the city will conduct a technical evaluation and cost/price analysis as part of the proposal review process. Please submit five copies of your proposal and write Sealed proposal for CDBG-ED grant administration services on the outside of the envelope. Also, please note that this notice constitutes the entire RFP for this project (there is no need to request an RFP document because this notice is the RFP). The grant services contract will be subject to grant award and release of funds by the funding agency. The method of Contractor Selection has not been Determined at this time.
