The Penns Valley Area School District is accepting proposals for the removal of snow for the 2024-2027 School Year Locations and Services a. Penns Valley Area High School, 4545 Penns Valley Road, Spring Mills, PA 16875 All parking lots, driveways, stairs, and sidewalks -Identified heated sidewalks are as follows that require minimal maintenance: Rear North parking lot sidewalk ramp and steps, old gym sidewalk landing and new gymnasium entrance ramp All entrances to public roads b. Penns Valley Elementary and Intermediate School, 4528 Penns Valley Road, Spring Mills, PA 16875 All parking lots, driveways, stairs and sidewalks All entrances to public roads. Material Specifications a. Ice Melt- Calcium Magnesium Acetate (CMA)- Provided by the awarded contractor Sidewalks and stairs b. Bulk Rocksalt is provided by the district. All parking lots and driveways, and entrances Service is to be provided under this proposal as follows: 1) The Penns Valley Area School District proposes to enter into an agreement with a contractor to provide snow removal to include application of rock salt and sidewalk maintenance at the locations listed in Attachment A. 2) Contractor is to provide all necessary labor, material as specified on Attachment A, and equipment to provide snow removal and sidewalk maintenance at locations listed and described in Attachment A. 3) The District will provide all rock salt for application for the following areas: driveways, parking lots, and entryways. Awarded Contractor shall supply all materials for sidewalk maintenance that meets the requirements and specifications that are described on Attachment A. 4) Snow removal is described as, but not limited to; plowing, blowing, pushing, or piling of snow; loading, transporting, and dumping of snow; and removal of ice and ice build-up. (For the purpose of this description, slush is to be defined as snow.) 5) Prior to the first snowfall a contractor's representative shall meet with the District's Director of Facilities or his designee to review the scope of work, coordinate lines of communications, areas of responsibilities, and to inspect the locations listed in Attachment A for familiarization and potential hazards and/or limitations. 6) It is the responsibility of the contractor to identify obstructions and clearly mark boundaries between lawns, curbs, and paved areas in a manner that will mitigate damage to lawns, curbs, shrubs, manholes, fencing, guard rails, electrical junction boxes, and any other areas that are easily concealed by snowfalls and susceptible to damage. 7) When the contractor is responsible for snow removal, they shall ensure areas around fire hydrants are kept clear and unobstructed by snow piles or deep snow. 8) When there is a snowfall prediction, the contractor shall contact the District's Director of Facilities or his designee to coordinate anticipated snow removal and sidewalk maintenance. a) In the event a snowstorm occurs during a school day, the District's Director of Facilities or his designee will contact the contractor to coordinate snow removal and sidewalk maintenance start time and locations to facilitate the departure of the students and staff. b) If an evening or overnight snowstorm occurs, the removal of snow and sidewalk maintenance must be totally completed by the contractor approximately one (1) hour before the building opens the next morning. In the event that there is an evening school activity, the District's Director of Facilities or his designee will contact the contractor to coordinate snow removal and sidewalk maintenance if needed. c) In event of a weekend or holiday snowstorm, the District's Director of Facilities or his designee will contact the contractor to coordinate snow removal and sidewalk maintenance. i) Priority shall be on driveways for emergency access. ii) Removal of snow and sidewalk maintenance must be completed by contractor no later than one (1) hour before the building opens for the next business day. iii) In the event of a weekend activity in one or more of the school facilities, the District's Director of Facilities or his designee will contact the contractor to coordinate snow removal and sidewalk maintenance as needed to support these activities. 9) The contractor shall remain in communications with the District Maintenance department before, during, and after the removal of snow to ensure snow removal is performed in an efficient and cooperative manner. In the event that the District Maintenance snow removal crew is working on the same site as the contractor, the contractor shall coordinate their efforts with the District Maintenance crew. 10) The District Maintenance department is responsible for the removal of snow from playgrounds, play areas, loading docks, door entrances. 11) The District reserves the right to modify the snow removal and sidewalk maintenance for each location as needed and in coordination with the contractor's representative. 12) When necessary to have complete access to parking areas, entryways, exits, and loading areas, it may require snow to be hauled away from the premises and deposited at location agreed upon by the District and the contractor. Use of front-end loaders and dump trucks are at the vendor's expense, and therefore should be included with the proposal. 13) The District reserves the right to hire equipment and operators other than the awarded Contractor if the awarded Contractor's equipment and operators do not report ready for service within one (1) hour of the time agreed upon for that event. When such equipment and operators other than the Contractor's is employed, any expenses incurred above the contracted price shall be borne by the Contractor and such additional expenses shall be deducted from any money due the Contractor. 14) The contractor shall carry insurance applying to all operations by him, his agents and employees, and shall provide proof of such coverage. 15) It is the contractor's responsibility to make themselves familiar with all locations and site conditions prior to bid submission. Penns Valley Area School District will not accept any additional charges or delays for failure to do so. 16) Bidder shall provide an all-inclusive seasonal rate for each piece of equipment with qualified operator listed on the proposal form for both snow removal and sidewalk maintenance.
