The project includes a number of roadway improvements to Poipu Road. The majority of the roadway improvements will occur within existing operational rights of way including: replacement of stop controlled intersections with roundabouts; pavement restriping, roadway resurfacing, shoulder widening, construction of sidewalks, striping of pedestrian crossings, improvements to accessible ramps and curbs, striping of bike lanes, replacement or upgrades to bus stops, vegetation removal, removal of trees that endanger life or property, storm drainage improvements, replacement of roadway signage, new roadway signage to denote bike lanes and pedestrian crossings, and construction staging as needed. Easements and property adjustment agreements will be provided for grading, driveway and pedestrian improvements that are proposed outside of the right of way To be eligible to bid, bidders must possess a valid State of Hawaii General Engineering Contractor's "A" license, prior to the award of the contract. The U.S. Department of Transportation Regulation entitled "Nondiscrimination in Federally-Assisted Programs of the U.S. Department of Transportation," Title 49, Code of Federal Regulations (CFR), Part 21 is applicable to this project.
