QUESTION DUE DATE November 8, 2024 The collection and removal of residential garbage, recycling, bulk, and yard waste for about 6,700 Morrisville residents. The Town reserves the right to award contract(s) to one or more Contractors, as determined to be in the best interest of the Town. The Town of Morrisville is in Western Wake County, an equal distance from Raleigh and Durham. The Town has an estimated population of just over 32,000 and is growing. D The Town consists of a variety of residential, commercial, industrial, and mixed-use developments. With a population of just 1,022 in 1990, much of Morrisville’s development has occurred in the last 25 years. Currently, the Town provides solid waste collection and related services to residents through a private-sector solid waste management company. The existing 10-year service contract is set to expire on June 30, 2025. Approximately 6,700 single-family residences are receiving curbside solid waste services. Garbage, recycling, bulk items, and yard waste are currently collected curbside through roll-away carts. A combination of front-load dumpsters and roll-away recycling carts services town buildings, parks, and multi-family residences. Content and Format of Proposal Package Contractors submitting proposals shall have no association with elected officials or appointed officials that could be considered a conflict of interest. Any such relationship will subject the Contractor to immediate disqualification in consideration for this project. A selection committee of Town staff will evaluate the submittals and may elect to select the most qualified Contractor based on the proposals as submitted or elect to conduct interviews with multiple Contractors before recommending a Contractor. Right to Reject Submittals The Town reserves the right to reject any and all submittals. This submittal request is neither a contractual offer nor a commitment to purchase services. The Town assumes no contractual obligation as a result of the issuance of this request, the preparation or submission of a qualifications statement by a Contractor, the evaluation of statements, or the final selection. Jan 2025: Contract finalized • 07/01/2025: Project commences The Town of Morrisville is seeking proposals from garbage collection, hauling, and disposal contractors to perform the following services: 1. Residential Curbside Garbage Collection – Provide each residential unit located within the corporate limits of the Town of Morrisville with a 96-gallon garbage cart to be serviced on a once-per-week basis. 2. Residential Curbside Recycling Collection – Provide each residential unit located within the corporate limits of the Town of Morrisville with a 96-gallon recycling cart to be serviced on a once-per-week basis. 3. Residential Curbside Yard Waste Collection – Provide the curbside collection of bagged yard waste and bundled sticks on a twice-per-month basis. 4. Residential Curbside Bulk Item Collection – Provide the curbside collection of bulk items such as furniture, grills, mowers, etc. on a twice-a-year basis. 5. Multi-Family Dumpster Collection – Provide each multi-family location with MSW, Co-mingled 8 cubic yard front load dumpsters, or 96 Gallon Recycling Carts based on corral size to be serviced multiple times per week. 6. Town Parks and Facilities Dumpster Collection – Provided each park and facility with MSW and/ or Co-mingled 8 cubic yard front load dumpsters based on corral size to be serviced on a once-a-week basis.
