The work to be performed or executed under these specifications consists of furnishing all materials, equipment, tools, labor, and incidentals as required by the contract documents for: It is the intent of this contract to have the contractor perform the Commercial Rehab Project 6509-11 Atlantic Ave, FY 2024 IN THE CITY OF BELL The City of Bell is seeking Bids for Commercial Rehab Project, #6509 -11 Atlantic Ave. Question Submission Deadline:October 25, 2024, 4:00pm Scope of Work for Commercial Facade Rehab Project 1. Summary The City of Bell, California, is seeking submittals from qualified contractors for a Commercial Facade Rehabilitation Project aimed at enhancing the visual appeal and structural integrity of commercial properties located within defined areas of the city. The project is designed to promote local businesses, boost economic development, and revitalize the community's appearance. Contractors will be required to successfully complete all phases of work as outlined in this scope, adhering to applicable local, state, and federal guidelines, including safety and environmental considerations. The successful bid will reflect quality workmanship, compliance with regulatory standards, and a commitment to timely project completion. 2.1 General Requirements All work shall conform to the latest edition of the California Building Code (CBC), American with Disabilities Act (ADA), City of Bell Development Standards, and all applicable federal, state, and local regulations. Contractor must possess a valid California contractor's license, insurance, and all necessary permits for work performed. All materials used in the rehabilitation project must be new, unless otherwise approved by the city representative. The contractor shall provide a detailed work schedule outlining phases of construction and associated timelines. 2.2 Facade Specifications The rehabilitation shall include but is not limited to: Cleaning of the existing building facade, using environmentally friendly methods. Repair or replacement of damaged exterior cladding, including stucco, brick, and siding as necessary. Installation of new energy-efficient windows and doors, compliant with California Energy Code. Application of high-quality paint or other finishes suitable for exterior application. Replacement of signage to meet city regulations. Improvements to lighting fixtures that enhance visibility and security. Installation of decorative elements such as awnings or canopies, ensuring compliance with city design guidelines. The contractor shall perform a pre-existing condition assessment and photo documentation prior to commencing work. All design and rehabilitation work must maintain the character and historical significance of the building, unless otherwise noted. 3. Service Requirements The contractor will provide a qualified project manager who will coordinate all aspects of the project and serve as the primary point of contact with city officials. The contractor shall meet with city staff before the start of the project to outline work plans, schedules, and any special considerations or requirements. Regular progress meetings must be held bi-weekly with project stakeholders, including city representatives, to discuss ongoing work and address any emerging issues. A site safety plan must be developed and implemented to ensure compliance with OSHA standards, including but not limited to appropriate signage, barriers, and emergency procedures. Materials must be delivered to the job site in a timely manner to avoid delays in construction. Delivery schedules should align with project milestones outlined in the approved timeline. The contractor must ensure that all materials used are compliant with the specifications agreed upon in the contract and that they will remain on-site until required for use. Any changes in delivery timelines must be communicated to the city immediately, including reasons for delay and proposed resolutions. Upon completion of the project, the contractor shall schedule a final walkthrough with city staff to ensure all aspects of the project conform to the agreed specifications and standards. 5. Environmental Requirements The contractor shall comply with all local, state, and federal environmental regulations, including waste disposal and erosion control practices. Dust suppression measures are necessary during construction to minimize air pollution, including but not limited to using water sprays to mitigate dust. Materials disposed of from the project must comply with all waste management and recycling regulations established by the city. 6. Payment Structure Payments will be made based on a predetermined schedule aligned with project milestones as approved in the contract. The contractor shall submit invoices that clearly outline work completed to date and materials used, supported by necessary documentation. A retainage of 5% may be withheld until the final inspection and completion of any contractual obligations. Final payment will be contingent upon project completion, delivery of required documentation, and compliance with all project specifications. 8. Submittal Submission Requirements Contractors interested in submitting proposals are required to include the following elements: Experience and qualifications, including references from similar projects completed in the past five years. Complete breakdown of costs, including labor, materials, and any other expenses associated with the project (Please Reference Bid Package). Proof of insurance and contractor's license. Proposals must be submitted by the specified deadline in accordance with the solicitation instructions. 9.
