Site work and new construction of a civil project in Mount Holly, North Carolina. Design plans call for the construction of a water / sewer project; and for site work for a water / sewer project.
As of June 2, 2025, this project is in the design phase. Phase 1 of construction is not expected to begin until FY 2026/2027. In lieu of a pre-RFQ submittal conference, please forward any specific questions to Elizabeth Bell elizabeth.bell@mtholly.us The City of Mount Holly, NC (The City) is soliciting responses to a Request for Qualifications (RFQ) from engineering firms to provide design, permit, and construction administration services for the New Dutchman's Creek Pump Station & Force main Design project. The City will select one firm to provide their services. The City reserves the right to reject any offer for failure to comply with all requirements of this notice or of any of the contract documents; however, it may waive any minor defects or informalities at its discretion. The City further reserves the right to reject all offers or award a contract which, in its judgment, is in the best interest of The City. PROJECT OVERVIEW The City is seeking an engineering firm to provide design services for the new Dutchman's Creek Pump Station & Force Main to provide adequate capacity for upstream development. This will include preparation of a construction document for each priority. The design will consist of replacing the Dutchman's Creek Pump Station with a new wet pit/ dry pit type facility with a capacity of approximately 2.7 million gallons per day. The station will be serviced by 8600 feet of 20" force main to the wastewater treatment plant. The City is seeking a firm whose combination of experience and personnel will provide timely, cost-effective and quality professional services to support this project. The scope of this Project includes the following primary goals and deliverables: o The Engineer will prepare a preliminary engineering study analyzing the existing pump station, and listing priorities by need. The preliminary engineering report provides City staff with the findings and conclusions necessary to determine corrective action needed if any. o The Engineer will prepare contract documents in form and detail suitable to obtain bids for construction. o The Engineer will submit plans and specifications to the Owner for approval. o The Engineer shall furnish assistance in support of review and approval by the North Carolina Department of Environmental Quality to gain approval and issuance of permit. o The Engineer shall furnish assistance and supervision in securing underground utility locations, surveys and topographic maps as necessary for the design of the project. o The Engineer shall provide the necessary surveys and technical documents necessary for the selection of proper corrective action needed to maintain operational goals. o The Engineer shall furnish assistance to the Owner in securing bids, analyzing bids documents, and letting contracts. o The Engineer will provide design services for preparation of construction documents for each priority. o The Engineer shall provide Construction Assistance which includes a general review of the progress and quality of work performed by the Contractor. The question deadline will allow an addendum to be issued to clarify the project, if need be. All requests for clarification/information shall be in writing. No verbal correspondence is considered binding. The method of Contractor Selection has not been Determined at this time.
