The City of Portland, Maine is soliciting sealed bids from qualified hazardous waste removal companies to provide Hazardous Waste Removal Services for Aqueous Film Forming Foam (AFFF), located at the Portland International Jetport Air Rescue Station, as described herein. The City reserves the right to verify bidders' qualifications, capability to perform, availability, past performance record and to verify that the applicant is current in its obligations to the City. The City further reserves the right not to award contracts based on any negative findings to the above and/or failure to promptly sign and return the contract document with all required insurance certificates as instructed. The successful bidder shall have ten calendar days to sign the contract after notification by the Corporation Counsel's Office that it is ready for signature, otherwise his application may lapse at the election of the City. All bids shall remain open to acceptance for ninety (90) days after they have been opened. Late bids, or those without required signatures or those faxed shall not be accepted. Please include a current copy of your firm's W-9. All questions must be submitted in writing to the Purchasing Office and be received no later than five working days prior to the scheduled opening date - these may be mailed, hand delivered faxed to 207-874-8652, or e-mail krc@portlandmaine.gov . The City wishes to retain a qualified Hazardous Waste firm(s) to provide the required removal services. The location of the work is at the Portland International Jetport Air Rescue Station - a division of the Portland Fire Department, this facility is located at 1005 Westbrook Street, Portland, Maine (adjacent to the airport passenger terminal). Attached to this document is the Material Safety Data Sheets for the foam product to be removed. The material to be removed and disposed of is AFFF firefighting foam that is known to contain polyfluoroalkyl substances (PFAS). Some of the foam to be removed is currently in tanks on various Air Rescue fire apparatus - after the foam is removed from the trucks, these tanks must be rinsed to remove any residual foam so there will be PFAS contaminated rinsate water that will need to be removed/remediated. The removal of foam from the trucks and the rinsing process will be performed by Portland Fire Department staff. The approximate quantity of AFFF to be disposed is 1,660 gallons, contained in twenty-two 55 gallon drums, ten 5 gallon pails or two 275 gallon totes (the foam in the totes is foam that has been removed from the apparatus tanks, the exact quantity for these totes is not yet known). The rinsate water will be in similar totes, estimated to be approximately 500 gallons. The proposal page asks for pricing per gallon as well as estimated totals. The unit pricing, will be utilized to make any quantity adjustments, either up or down. The contractor(s) shall be prepared to furnish all tools and/or equipment necessary to perform the necessary work. Any travel time, if applicable, shall be included as part of the rates submitted. Further, there will be no allowances made for any fuel surcharges, or any other surcharges or other fees. All work and/or equipment are to be in full compliance with any and all pertinent Federal, OSHA, State of Maine and municipal codes and regulations. The contractor shall erect, and maintain at all times, any and all safeguards necessary for the protection of life and property of the City and its staff, their workers as well as all pedestrian and vehicular traffic. Work days/times are flexible - the successful vendor(s) will coordinate with Air Rescue Station Deputy Chief, or designee.
