The City of Ottawa, hereinafter referred to as the City, is seeking offers from qualified contractors to provide all labour, equipment, and materials for the repair and replacement of building sewer laterals and lead pipes in accordance with the specifications, terms and conditions of this Request for Standing Offer (RFSO). The Contractor will be required to undertake excavations to repair and/or renew sanitary and storm sewer lateral pipes. They will also replace lead water service pipes as part of the Lead Pipe Replacement Program. All work will be performed on an as and when required basis. Call-Up procedures as defined in section 1.6 of this document will be followed. The site-specific scope of work will be defined by the City. At times, the contractor may be called to do emergency repair work. This work may be expected to start within 24 hours of project award, subject to underground locate approval. As an overall requirement, the Contractor shall complete the necessary work in accordance with the current versions of Ontario Provincial Standard Specifications (OPSS), American Water Works Association (AWWA) Standards and applicable Supplements, and the Special Provisions (SP) of the City of Ottawa Standard Tender Documents for Unit Price Contracts, Sewer Design Guidelines and Water. Design Guidelines. The Contractor shall log all work and keep all associated documents and notes in a Daily Schedule. The Contractor will ensure that flows through all connections and sewers are maintained for the duration of the work on sanitary and/or storm sewer systems. The Contractor will be responsible for any system backups, basement flooding incidents or environmental spillis during the excavation, In the event of such occurrences, all clean-up and restoration will be completed at the Contractor's cost At no time will the Contractor be permitted to temporarily divert any sanitary water into the storm system or storm water into the sanitary system. Note: in this document, the term "Sewer lateral" implies all lateral repair excavation including sewer lateral and storm lateral pipes ranging from 100mm (4inch) to 150mm (6inch) Commercial General Liability insurance issued on an occurrence basis for an amount of not less than $5,000,000.00 per occurrence for all sums which the Contractor shall become obligated to pay by reason of liability imposed by law upon the Contractor for damages arising out of or in connection with all operations of the Contractor, its agents, officers, employees or other persons for whom the Contractor is legally responsible relating to their obligations with the project. Such insurance shall include, but is not limited to, bodily injury, death and property damage including loss of use: premises, property and operations liability; products and broad form completed operations liability; blanket contractual liability; cross liability; severability of interest clause; contingent employers liability; personal injury liability; owner's and contractor's protective coverage; non-owned automobile liability; broad form property damage; occurrence property damage; employees as additional insured, medical payments.
