This Request for Qualification (RFQu) is seeking a qualified artist or an artist team to provide a subdued screening to portions of the above-grade steel reservoir tank to be constructed on site, particularly the overflow piping and ladder appurtenances. The public art should serve as an understated, visual enhancement of this critical utility infrastructure that communicates that Mesa is an innovative, welcoming community that places a high value on our public realm. The reservoir tank is part of the City of Mesa's new Intermediate Pump Station (IPS) site. The City's budget for the screening project is four hundred thousand dollars ($400,000.00) SCOPE OF WORK: This artistic opportunity is to enhance the visual impact of the half -milliongallon reservoir tank and screen the appurtenances to be located on the tank. The reservoir tank will be approximately sixty-six (66) feet in diameter and twenty-five (25) feet in height. The public art should reduce the visual impact of the overflow piping appurtenances while not adding "bulk". The intentional use of public art should focus viewers on the art rather than the infrastructure itself. The public art will likely be fabricated f rom perforated metal panels or other elements. Lighting enhancements may also be part of this opportunity depending upon feasibility. No renderings or concepts are required at this time. Resulting artwork shall not restrict the City's ability to access and maintain the reservoir, reservoir appurtenances, or underground infrastructure, and shall not place structural loads on the tank or buried infrastructure. Artists may apply individually or as a team. If applying as a team, each team must designate a team leader which cannot be changed after the submittal of the team's response to the RFQu or otherwise during the RFQu process. Any team changes after selection must be approved by the City of Mesa selection committee. Commissioned artists or artist teams must attend meetings with the selection committee to discuss the overall design and timetable for the f inished product. Selected artists or artist teams will be required to attend the following if they take place: Planning department meetings to share designs for the public art Public meetings to share designs for the public art Unveiling event for the completed project or open house Additionally, artists/teams selected may be listed on the city's website, which will highlight public artworks that can be found around the City. Image rights will be retained by the artist or artist team with a non-exclusive use agreement granted to the City of Mesa for an unlimited term. The selected artists or artist teams who complete their project will receive marketing exposure in the form of the City's social media.
