Hazardous Waste as Needed Services The selected firm(s) shall: Have the ability to respond in a timely and cost-efficient manner, particularlyin emergency situations. Be able to complete assignments within the specified timeframes The consulting firm's personnel shall be capable, competent, and experienced in performing the types of work in this RFP with minimal instruction. Personnel skill level should match the specific job classifications. The Consultant's personnel shall be knowledgeable about, and comply with, all applicable federal, state, and local laws and regulations. The consultant is required to submit a written request and obtain the City's prior written approval for any substitutions, additions, alterations, or modifications to the consultant's originally proposed personnel and project organization, as depicted on the proposed consultant's organization chart. The substitute personnel shall have the same job classification, as set forth herein or in the rate sheet not to exceed the billing rate, and meet or exceed the qualifications and experience level of the previously assigned personnel, at no additional cost to City. Scope of Services The City requires hazardous waste and environmental related services for operations at the Public Works, Maintenance and Water Departments. The City does not have the in-house staff to perform professional and technical services required to support the City in the environmental and hazardous waste collection and disposal services, on an "as-needed" basis. Project types include hazardous waste profiling, lab packing, manifesting and hauling of hazardous waste. Other projects include tank cleanings, spill response, decontamination, and other environmental services as needed. The selected firm(s) will report to, and operate under, the direction of City of Vallejo staff, and shall provide a range of services in the following categories: 1.Provide profiling and removal of hazardous waste at least 2 time per year 2.Perform tank cleanings including portable tanks 3.Provide emergency spill response 4.Provide recommendations cleaning of homeless encampments 5.Provide soil remediation 6.Provide debris removal The selected firm shall perform all environmental services to satisfy all appropriate agencies and required to ensure compliance with all applicable federal, state, and local statutes, laws, codes, regulations, policies, procedures, ordinances, standards, specifications, performance standards, and applicable guidelines. The hazardous waste pick up locations are the maintenance yard located at 1046 Virginia Street and the Vallejo Water Treatment Plant located at 202 Fleming Hill Road in Vallejo, Green Valley Water Treatment Plant, and the Travis Air Force Base Water Treatment Plant.
