Charleston County Aviation Authority (CCAA) will receive sealed submissions for furnishing all labor, materials, and equipment and performing all work for the project. (843) 566-0161 phils@adcengineering.com DESCRIPTION OF WORK The Work may be generally described as the expansion of the existing terminal apron to additional Remaining Overnight (RON) parking areas. This project also includes improvements to the existing storm drainage system; installation of edge lights and area lighting for the new RON apron. All work shall be performed in accordance with CCAA and Federal Aviation Administration (FAA) requirements. All materials provided by the awarded Contractor must be new, free from defects and must meet CCAA's specifications. Bidder shall submit the make and model of materials that will be used for the work. After award of contract, no change to materials and products, except when the lack of availability is beyond the Contractor's control, i.e., due to strike bankruptcy, discontinuance of manufacture, etc. Request for substitutions shall be made in writing and hall be accompanied by complete description of the substituted material or equipment. Substitution requests must receive written approval from Owner prior to being ordered and installed. Awarded Contractor shall work with manufacturer of any products installed to ensure that all recommended procedure requirements are adhered to during installation and test to ensure the installation will be valid for manufacturer warranty. Awarded Contractor shall inspect all products and materials prior to installation. Damaged or nonconforming products and materials shall not be installed. All Awarded Contractor personnel and subcontractors who will be performing work on this project shall have been trained on the work they will be performing. They shall have been trained on the awarded Contractor's company policies with respect to safety, quality, and neatness standards. All fixtures and hardware must be installed per manufacturer's specifications and in direct coordination with Owner. The Awarded Contractor shall be held financially responsible for any work or re-work required due to improper approval and/or acceptance of that work performed which differs from the construction documents. CONTRACT TIME Project is to be substantially complete within 330 consecutive calendar days from the commencement date specified in the written Notice to Proceed and achieve Final Completion within 390 days. All Offerors intending to hand deliver their offer may submit to: Charleston County Aviation Authority Attn: Carrie Stanley, Procurement Dept. 5500 International Blvd. Terminal - 3rd Floor, North Charleston, SC 29418-6911 and clearly marked: CHS Remain Overnight Parking Apron - Alpha East Sealed Bids must be received and checked in at the 3rd floor Administrative Offices of the Charleston County Aviation Authority no later than December 4, 2024 at 2:00 P.M. Submissions received at the 3rd floor Administrative Office after the time and date listed will be rejected as non-responsive and returned to the Offer unopened. Offerors mailing a submission should ensure the submission is adequately marked as a response to this solicitation and should allow a sufficient mail delivery period to ensure timely receipt. Offerors who submit their response via third party carrier services (USPS, FedEx, UPS, etc.) should consider allowing additional time to ensure delivery to the Authority's 3rdfloor Administrative Offices by the stated deadline. The Authority reserves the right to reject any offers submitted after the date and time indicated in this solicitation. No oral, telephonic, or electronic submissions will be accepted. On December 4, 2024 at 2:00 P.M. submissions, unless rejected as non-responsive, will be opened publicly, and read aloud. All interested parties are invited to attend. All applicable health and safety standards will be followed for in person attendees. Attendance is not required and is not a condition of award. Bids will only be accepted for CHS Remain Overnight Apron - Alpha East as described herein. Submissions for other goods and services will not be accepted under this solicitation. BID GUARANTY Bids must be accompanied by a bid bond in the amount 5%. No bid may be withdrawn for a period of ninety (90) calendar days after the date of receiving bids. BIDDING REQUIREMENTS To be eligible for consideration, Bidders must comply with the following criteria: o Bidder must be licensed in accordance with the Provisions of Section 40-11-5 through 40-11-430 of the Code of Laws of South Carolina as amended. o Bidder must comply with all applicable federal, state, and local laws pertaining to the required services including, but not limited to, Charleston County Aviation Authority Procurement Policies, wage provisions, Department of Labor requirements and all conditions of the Bid Documents. The successful bidder shall commence work with adequate force and equipment on a date to be specified in a written order of the Owner and shall complete work within the time prescribed in the Contract Documents. By submitting a Bid, the Contractor certifies that he has under his direct control or at his disposal the men, equipment, and materials required to execute this work as specified. Lack of such control or availability of men, equipment, and materials shall constitute failure to properly execute the contract. Performance and Labor and Material Payment Bonds will be required for 100 percent of the Contract Price. STATE ETHICS ACT For all actions involving procurement of supplies, services, or construction for the Charleston County Aviation Authority, the provisions of Chapter 13 of Title 8 (State Ethics Act) of the South Carolina Code of Laws, 1976, [8-13-100 - 8-13-1520], as it may be amended from time to time, shall be complied with. FOIA The Charleston County Aviation Authority ("Authority") is subject to the South Carolina Freedom of Information Act (FOIA). All information, data, documents, and material submitted shall be handled in accordance with the South Carolina FOIA Statute. Any proprietary information, data, documents, and material that the Bidder wishes to remain confidential (to the extent allowed under FOIA) should be clearly identified in the bid; however, such identification does not guarantee its confidentiality. The Bidder may be required to intervene in any public records request in order to protect its rights to confidential or proprietary information, however, the General Counsel for the Authority will make the final determination as to whether the information, even if marked "confidential," will be disclosed pursuant to a FOIA request or valid subpoena. The words "Contractor", "Vendor", "Bidder", "Offeror", "Proposer", "Organization" are used interchangeably within the Bid Documents to define the companies submitting bids, and replace terms such as person(s), firm(s), or corporation(s). The Bidder, its agents, or employees, shall not contact or communicate with the Authority's Board Members, Executive Team, Administrative Team, Staff, Consultants, or Legal Counsel, nor shall the Bidder have other parties make such contact or communications on their behalf except as directed herein. Such unauthorized contact constitutes grounds to reject the submission. The Charleston County Aviation Authority prohibits any person from (1) providing or attempting to provide or offering to provide any kickback; (2) soliciting, accepting, or attempting to accept any kickback; or (3) including directly or indirectly the amount of any kickback in the contract price. "Kickback" as used within these Bid Documents means any money, fee, commission, credit, gift, gratuity, thing of value, or compensation of any kind which is provided, directly or indirectly, to any prime contractor, prime contract employee, subcontractor, or subcontractor employee for the purpose of improperly obtaining or rewarding favorable treatment in connection with a prime contractor, or in connection with a subcontract relating to a prime contract.
