The City of Seattle is seeking qualifications for On-Call Restoration Services. All questions are to be submitted through Electronically no later than 8:30 am on Thursday, November 7, 2024. Seattle City Light (SCL) seeks to engage civil engineering design consultants to provide restoration plans, surveying, and base map creation necessary to obtain Seattle Department of Transportation (SDOT) Utility Major Permits required for City Light utility work. Projects will include curb ramp design, sidewalk restoration design, and street restoration design. The design consultant will work with SDOT through the permitting process, responding to comments and updating designs as needed. City Light projects frequently trigger extensive restoration requirements when applying for permits with transportation departments, primarily SDOT. Through access to a pool of civil engineering design consultants, City Light will produce restoration designs that satisfy transportation department permitting requirements, allowing City Light to perform its critical utility work. The term of the on-call contract(s) shall begin on the date of execution by the General Manager and CEO of Seattle City Light, or designee, and is expected to span over a maximum of (5) years. SCL is seeking to contract with more than one Consultant. City Light has identified a budget not to exceed Seven Million Dollars ($7,000,000.00) for all contracts over a 5-year period. SCL anticipates work done under all contracts not to exceed One Million Four Hundred Thousand Dollars ($1,400,000.00) per year for years 2025-2030. The budgeted dollar amount associated with any Work Assignment/Authorization will be identified when that Work Assignment/Authorization is executed. The specific scope of work, project schedule, due dates for deliverables, and costs shall be developed and negotiated prior to an executed Work Assignment/Authorization. Scope of Work Consultants shall perform research of existing City and private utilities for purpose of pavement restoration design, base map creation for purpose of pavement restoration design, drainage or utility design as may be required, and street pavement removal limits associated with SCL underground work along with the actual pavement restoration plan, curb ramp details, and all other surface restoration design work necessary to meet the requirements of SDOT Street Use permitting processes. SCL will provide all electrical utility drawings required for permit submittal. SCL will provide the Consultant with the utility drawings including details of pole replacements, conduit installations, and other planned utility work required to understand the impacts of such work and the right-of-way improvements necessary. This information may take the form of annotated photographs and/or SCL utility work orders. Unless otherwise specified in the Work Authorization, deliverable for each project shall include a digital version of the design to the project engineer. Hard copies of the design shall also be provided as specified for submittal for SDOT permits. An engineer's stamp shall be provided on all necessary design sheets. The Consultant shall provide revisions to design based on the comments received from SDOT during permit review and provide revised drawings to resubmit for permit approval. Some projects may require a site visit and verification with the project engineer. If it is determined that a site survey will be required to complete the work and an existing survey is not available, the Consultant shall provide a line-item cost for completion of the survey and the additional work shall be approved by SCL. The City does not guarantee utilization of any contract(s) awarded through this RFQ process. The solicitation may provide estimates of utilization; such information is for Consultant convenience and not a usage guarantee. The City reserves the right to issue multiple or partial awards, and/or to order work based on City needs. The City may turn to other appropriate contract sources or supplemental contracts to obtain these same or similar services. The City may re-solicit for new additions to the Consultant pool. Use of such supplemental contracts does not limit the right of the City to terminate existing contracts for convenience or cause. The contract limits expansion of scope and new work not expressly provided for within the RFQ. Expansion for New Work (work not specified within the original Scope of Work Section of this Agreement, and/or not specified in the original RFQ as intended work for the Agreement) must comply with the following: (a) New Work is not reasonable to solicit separately; (b) is for reasonable purpose; (c) was not reasonably known by the City or Consultant at time of solicitation or was mentioned as a possibility in the solicitation (i.e. future phases of work, or a change in law); (d) is not significant enough to be regarded as an independent body of work; (e) would not attract a different field of competition; and (f) does not change the identity or purpose of the Agreement. The City may make exceptions for immaterial changes, emergency or sole source conditions, or other situations required in City opinion. Certain changes are not subject to these limitations, such as additional phases of Work anticipated during solicitation, time extensions, and Work Orders issued on an On-Call contract. Expansion must be mutually agreed and issued by the City through written Addenda. New Work performed before an authorizing Amendment may not be eligible for payment. The City reserves the right to independently solicit and award any New Work to another firm when deemed appropriate or required by City policy. The City may reject any or all submissions with no penalty. The City may waive immaterial defects and minor irregularities in any submitted response. The method of Contractor Selection has not been Determined at this time.
