Site Address: 2201 George Flagg Parkway Description: Des Moines Water Works (DMWW) is requesting statements of qualifications from consulting engineering firms (Consultant) to provide services as required for the 2024 FDWTP Lime Sludge Filter Press (Project). The services will generally include an evaluation of its existing Fleur Drive Water Treatment Plant (FDWTP) Lime Sludge Disposal (LSD) Filter Press and its Dewatering Building and provide improvement alternatives. DMWW personnel reviewing the qualifications will be far more interested in the quality of the proposed services and project approach than in "marketing" materials enclosed with the qualifications. Experience and qualifications of each firm and its project team members will be the most significant criterion in the selection of an Engineer. The following items shall be addressed by the consultant and the submittal will be limited to 30 pages: o Consultant Information Form, attached in Appendix 1. o Letter of interest. o Resumes including qualifications and experience of project manager and other key personnel to be assigned to the project. o Summary of recent experience with similar projects including references. o Project Specific Items: o Proposed approach for this project. o Proposed project schedule and cost controls. o Estimated staff-hours needed to conduct the project. o Identification of key issues. o Safety Considerations. o Other issues as identified by Consultant. o Techniques used to maintain communication between the consultant and owner. PROFESSIONAL QUALIFICATIONS AND CERTIFICATIONS The engineering services to be provided shall be completed under the direction of a Professional Engineer licensed in the State of Iowa, experienced in the design, study, and evaluation of Lime Sludge Disposal Filter Presses and alternatives for the removal of lime sludge in the water production process. PROJECT OBJECTIVE The objective of the Project is to evaluate the existing Fleur Drive Water Treatment Plant (FDWTP) Lime Sludge Disposal (LSD) Filter Press and its Dewatering Building and provide improvement alternatives The scope of services to be performed by the Consultant shall be completed in accordance with generally accepted standards of practice. Consultant may outline key tasks they expect will be required. The specific scope of services and associated consultant fees will be negotiated upon selection of a Consultant. The key tasks at a minimum will include: 1. A design study to conduct an assessment of the existing facilities and equipment, evaluate needs, alternative solutions, and probable costs. Currently anticipated needs include an evaluation of the existing FDWTP Lime Sludge Disposal (LSD) Filter Press and its Dewatering Building and provide improvement alternatives with life cycle costs associated with each option. The study should include general arrangement drawings or preliminary layouts of equipment and process. At least four options are anticipated. 2. Document the findings of the study in a report to be presented to Department staff Provide document deliverables to the Owner in the quantity and format as noted in the following table.
