Site work, paving and outdoor lighting for a mixed-use development in Everett, Washington. Completed plans call for site work for a water / sewer project; for outdoor lighting for a water / sewer project; sidewalk / parking lot; and for paving for a sidewalk / parking lot.

The overall project consists of the reconstruction of the existing Segment E bulkhead and wharf. The existing 165 LF creosote timber bulkhead will be replaced with a new 165 LF vertical steel sheet pile bulkhead along the entire water frontage. The sheet piles will be installed waterward of the existing bulkhead to avoid causing instability ofthe ground upla nd of the bulkhead ifit is removed . The area behind the new bulkhead will be backfilled with gravel borrow fill material to encapsulate the existing bulkhead in place. In addition, in order to connect the new bulkhead to the existing bulkhead on the south end of the project, a steel sheet pile cut-off wall will be installed. Because the face of the replacement bulkhead is moving approximately 1.0 feet waterward, the existing outfall pipe needs to be extended to go through the new bulkhead. The existing timber wharf (piles and deck) will be removed in its entirety. This includes demolition of wharf and fender timber piles (12.75-inch diameter creosote timber piles and 12.75-inch diameter steel piles). The existing wharf will be replaced with a wharf consisting of 13 24-inch diameter steel pipe piles supporting steel pile caps, timber string-ers, and a timber deck). There will also be 20 12.75-inch diameter steel fender piles installed to protect the wharf's edge. New overwater coverage is needed to fix a pinch point, in the current pedestrian and commercial fishermen's access configuration. Additional work includes performing soil stabilizing rigid inclusions, building two new landscape beds with plantings and irrigation, site lighting, hardscapes restoration, and site furnishings. WSDOT has assigned a DBE COA Goad of 21.% which applies to the final contract amount. To be eligible to receive DBE credit for work on this project, the Contractor must verify the firm's certification status in the OMWBE's Directory of Certified Firms. In addition, the Contractor shall provide on-the-job training aimed at developing trainees to journey-level status in the trades involved. The number of training hours shall be 400 labor hours ESTIMATED COST: $4,000,000 - 4,500,000 (Incl. WSST) *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
