The project includes the construction of pedestrian sidewalks along E. Main St. and Knoxville Ave. It also includes the construction of retaining walls with handrails, new driveways along the path of proposed sidewalks and adjustments to parking areas impacted by the driveway construction. Two portions of city streets will be milled 8t overlayed. Lastly, minor drainage improvements to existing drainage systems will be made as well. The successful bidder will agree to complete all work described in plans and specifications within 90 calendar days of the written Notice to Proceed. Failure to complete the work within specified time limits shall subject the contractor to liquidated damages for delay. The attention of bidders is called to the fact that Arkansas Code Annotated 17-25-101, states that a Contractor must be licensed by the State Licensing Board for Contractors before he may undertake work when the cost thereof in Arkansas is Fifty Thousand Dollars ($50,000.00) or more. The City of Russellville encourages participation of small, minority, and woman owned business enterprises in the procurement of goods, services and construction, either as a general contractor or subcontractor. It is further requested that whenever possible, majority contractors who require sub-contractors seek qualified small, minority and woman owned businesses to partner with them. Proposals will be considered on the basis of cost, the bidder's financial responsibility, his equipment, and his past performance in completing similar work. The City of Russellville reserves the right to reject any or all bids, to waive any formalities, and to accept the proposal deemed to be for the best interest of the City.
