Renovation of an educational facility in Hinton, West Virginia. Completed plans call for the renovation of a educational facility.
In general, Summers County CTC Building will consist of a Roof Replacement. After opening, the bids will be compared as to quality, thoroughness, and cost by the Summers County Board of Education and its Architect, McKinley Architecture + Engineering. With payment of the $100.00 document access fee, the interested party will also be listed by the Architect as a registered bidding document holder. All Bidding Document requests for information, substitution requests and correspondence shall be submitted in writing and directed to the Architect, email projects@mckinleydelivers.com. Addenda will be issued by the Architect to registered bidding document holders only, who will automatically receive all addenda in digital format (PDF) via ShareFile. Additional reproduced paper copies of the initially issued Bidding Documents and any subsequent addenda are also available from the Architect upon request by registered bidding document holders only, and upon payment of a non-refundable cost; contact the Architect for further information. Bidders may examine Bidding Documents at McKinley Architecture and Engineering, 1324 Chapline Street, Suite 400, Wheeling, WV 26003, Harrison County Schools, 445 W Main Street, Clarksburg, WV; online. A Bid Bond executed by the Bidder and issued by a surety company approved by and in favor of the Owner, the Summers County Board of Education, in the amount equal to five percent (5%) of the Bid, shall be submitted with each Bid, to guarantee the Bidder's entrance into a Contract, if given the award. No accepted Bid shall be waived or returned because the Bidder failed to, or cannot comply with, all requirements as set forth in Bidding Documents. Further, the successful bidder will be required to furnish and pay for a satisfactory 100% Performance and Labor and Material Payment Bond in the amount of the contract price. Bids may not be withdrawn for a period of thirty (30) days without the consent of the Owner. All Bidders and sub-bidder(s) as Contractor and Subcontractor(s) are required to utilize "local labor" pursuant to Chapter 21-Article 1C, the "West Virginia Jobs Act." Pursuant to Chapter 21-Article 11 of the "West Virginia Contractor Licensing Act" of 1991, all Contractors doing business in West Virginia must be licensed to perform work in the State; the Contractor's WV License number must be affixed to all submitted construction bids and fully executed and binding construction contracts or agreements. To the extent permitted by state law, the Owner reserves the right to reject all bids, and to make selections from the bids that are solely in its own best interest. Architect will review each RFI; Architect will subsequently determine action required and respond. Indicate specific date of requested response deadline, allowing for a realistic amount of time for the Architect to formulate an appropriate response to each RFI, depending upon the nature and scope of the request. RFIs received by Architect after 1:00 p.m. will be considered as received the following working day. 1. The following Contractor-generated RFIs will be returned without action: a. Requests for status of review or approval of submittals. b. Requests for approval of substitutions. c. Requests for approval of Contractor's means and methods. d. Requests for coordination information already indicated in the Contract Documents, except for, at the discretion of the Architect, a brief response, noting where to locate such information. e. Requests for adjustments in the Contract Time or the Contract Sum. f. Requests for interpretation of Architect's actions on submittals. g. Incomplete RFIs or inaccurately prepared RFIs. 2. Architect's action may include a request for additional information, in which case Architect's time for response will date from time of receipt by Architect of additional information. 3. Architect's action on RFIs that may result in a change to the Contract Time, or the Contract Sum may be eligible for Contractor to submit Change Proposal according to Section 012600 "Contract Modification Procedures." a. If Contractor believes the RFI response warrants change in the Contract Time or the Contract Sum, notify Architect in writing within 10 days of receipt of the RFI response. Subject to other requirements of the Bidding Documents, and milestones indicated, if awarded a contract, the Bidder (as Contractor) hereby agrees upon receiving a notice from or on behalf of the Owner, to Substantially Complete the contract Work no later than March 1st, 2025. The bidder also agrees that this contract time includes procurement period durations indicated in the Bidding Documents which commence upon notice of intent to award. The Bidder (as Contractor) also agrees, for each calendar day of delay in substantially completing the Work beyond the stated time, to be liable for and pay to the Owner liquidated damages in the amount noted in the Contract Documents, as applicable, subject to allowances for delays beyond the control of the Contractor, all reasons for delays properly documented and verified. Liquidated damages shall be assessed by and payable to the Owner as follows: $1000 per day
