The New Hampshire Department of Environmental Services (NHDES) strives to help the citizens of New Hampshire sustain a high quality of life by protecting and restoring the environment and public health in the state. The New Hampshire Department of Environmental Services, Drinking and Groundwater Bureau (DWGB) is solicitating proposals from one or more firm(s) to conduct source water quality monitoring and draft long-term monitoring plans for one or more public water systems (PWSs). B. Background Cyanobacteria are naturally present in lakes and streams but can form dense blooms under suitable environmental conditions (e.g., optimal sunlight, elevated nutrients from stormwater runoff or other sources, warm temperatures and calm water). These Cyanobacterial Harmful Algal Blooms (cHABs) can discolor the water and produce floating mats or "scums" on the surface. Under the right conditions cHABs can produce cyanotoxins, and exposure to these toxins during recreational activities or in drinking water can be dangerous for humans, pets, livestock and wildlife. The public water systems listed in Appendix A use surface waterbodies as primary sources of drinking water and experience recurring cyanobacteria blooms. Proposals shall address one or more sources being used by at least one of the public water systems listed. Cyanobacteria monitoring is now being undertaken by some PWSs or is being conducted by monitoring partners. Proposals must consider whether and how to integrate or modify relevant on-going monitoring efforts. C. Goals and Objectives The primary goal of this Request for Proposal (RFP) is to complete source water monitoring and design long-term monitoring plans to prevent human exposure to cyanotoxins in drinking water. This RFP must involve monitoring and development of a monitoring plan that involves surface water sources actively used by one or more PWSs listed in Appendix A.
