Site work for a water / sewer project in Oskaloosa, Iowa. Completed plans call for site work for a water / sewer project.

Site Directions: Generally located along Suffolk Rd and High Ave West intersection in Oskaloosa, Iowa Est. Value: $ 141,150.00 Looping two dead end water mains together with the installation of 1,180 linear feet of 8" water main including all required valves, fittings, hydrants, service line reconnections, abandoning existing water main, and testing of the new water main. Each bidder shall accompany its bid with bid security as security that the successful bidder will enter into a contract for the work bid upon and will furnish after the award of contract a corporate surety bond, in form acceptable to the Board, for the faithful performance of the contract, in an amount equal to one hundred percent of the amount of the contract. The bidder's security shall be in the amount fixed in the Instruction to Bidders and shall be in the form of a cashier's check, a certified check, or a bank money order drawn on a FDIC insured bank in Iowa or on a FDIC insured bank chartered under the laws of the United States; or a certified share draft drawn on a credit union in Iowa or chartered under the laws of the United States; or a bid bond on the form provided in the contract documents with corporate surety satisfactory to the Board. The bid shall contain no condition except as provided in the specifications. Liquidated damages in the amount of Seven Hundred Dollars ($700.00) per consecutive working day will be assessed for each day that the work shall remain uncompleted after the end of the contract period with due allowance for extension of contract period due to conditions beyond the control of the Contractor Successful Bidder will be required to furnish Performance, Payment and Maintenance Bond acceptable to the Oskaloosa Municipal Water Department on the form provided in the specifications in amounts equal to one hundred percent (100%) of the contract price. The contract shall be fully completed and ready for final payment within 40 calendar days from written Notice to Proceed. The Notice to Proceed will be issued on or about March 11, 2025. The Oskaloosa Municipal Water Department reserves the right to reject any and all bids. All work shall be in accordance with the SUDAS Standard Specifications, 2024 edition and current supplemental specifications and the detailed specifications requirements. Specification manuals can be ordered from the institute for transportation research (formerly ctre) - attention: Beth Richards, 2711 south loop drive suite 4700 Ames, Iowa 50010-8664, phone: 515-294-8103. Specifications can also be viewed at the SUDAS web site (www.iowasudas.org). Contractor shall have a minimum of one set of plans and specifications on the job site at all times during construction. Contractor shall notify Kelly Hefner, Oskaloosa Municipal Water Department (OMWD) at 641-673-8476 two weeks prior to commencing work. Coordinate work and cooperate with Jurisdiction personnel and engineer. Location of existing utilities shown on plans is approximate. Verify location of existing utilities in line of construction prior to beginning construction by excavating ahead of work. Contractor is responsible for notifying all utility companies located in the work zone during construction at least 48 hours prior to excavation. There may be buried utilities not shown on the plans that are in line of construction. Protect all utilities from damage during construction unless otherwise shown on the plans. Any utilities damaged due to the contractor's negligence shall be repaired at the contractor's expense. Repair all cut or otherwise damaged subsurface drainage tiles or pipes with same size pipe. Lay on granular fill from bottom of trench to 1 foot over top of pipe. Ensure tile or pipe not plugged prior to backfill. Contractors shall provide sanitary facilities for their workforce. Contractor is responsible for making arrangements for and paying for utilities used during construction, unless otherwise specified. 10. Contractor shall notify property owners 48 hours in advance if access to property will be interrupted. Access to private property shall be maintained at all times for emergency vehicles. Provide pedestrian access to residences and businesses during the construction period. 11. Schedule work to minimize interruption of continuous service of all utility systems. Do not allow any utility system service to be interrupted without prior approval of the affected party(s) or Jurisdiction. 12. Schedule work to ensure that utility service is restored during non-working hours and during weekends. Provide temporary connections and service connections as required to provide utility service during these periods. Cost for providing temporary services and connections is incidental to construction. 13. Contractor shall keep all work within right-of-ways and easements provided. 14. All property secured by the contractor for stockpiling or storage of materials shall be restored to its original condition after completion of work, at the contractor's expense. 15. Contractor shall provide temporary traffic control in accordance with specification sections 1070 2.06 and 8030, and the Jurisdiction requirements. Traffic control shall consist of all barricades, signage and lights as necessary to protect vehicles and pedestrian traffic in Section 01140 - 1 G&A 4024025 accordance with the specifications. Contractor shall maintain, clean as necessary and replace damaged traffic control devices throughout duration of project. 16. Contractor is responsible for notification of Mahaska County Emergency Management (641-672-1209) and Oskaloosa Community School District (641-673-8345) of road closures and detours. 17. Construction survey will be provided by the Jurisdiction in accordance with section 11,010 of the specifications. Contractor shall protect and preserve all stakes, points and marks set by the Jurisdiction. Where said stakes, points and marks are altered or destroyed by the contractor, cost of replacement shall be in accordance with section 1050 1.10 C. Of the specifications and borne by the contractor. 18. Contractor shall maintain postal service in accordance with section 11,030 of the specifications. Contractor shall maintain solid waste collection in accordance with section 11,030 of the specifications. Maintenance of postal service and solid waste collection is incidental to construction. 19. Signs owned by the City of Oskaloosa: signs and sign posts in line of construction shall be removed, salvaged and reset by the contractor; at the original sign location unless approved otherwise by the Jurisdiction. Sign removal, salvage and resetting is incidental to construction. 20. Contractor shall prevent entry of mud, dirt, debris and other materials into new and existing sewers. Should mud, dirt, debris or other material enter new or existing sewers; the contractor shall clean at no cost to the Jurisdiction. 21. Remove existing surfacing in neat, uniform lines parallel to trench construction. Replace surfacing as described on the plans and specified. Protect all other surfacing from damage due to construction activities; replace damaged surfacing at no additional cost to Jurisdiction. 22. Do cleanup and surface restoration and replacement as work progresses. 23. Removal of trees within right-of-way or easements shall include grinding or removal of stump to one (1) foot below grade. Protect all trees not shown for removal. Trim tree canopies only with approval of Jurisdiction. Contractor is responsible for removal and disposal of all debris associated with tree, stump, roots, brush and plant material. 24. Contractor shall field verify pipe diameters, depths, lengths, and materials of all pipes (including sanitary sewer, storm sewer, and water main) prior to beginning work. Contractor shall have on site all fittings and couplings necessary to make connections to existing utilities prior to beginning work. 25. Contractor shall dispose of all construction debris, unsuitable trench backfill material and excess excavated material. Disposal shall meet federal, state and local safety, health and environmental requirements. Disposal work is incidental to construction. The Jurisdiction will not provide a disposal site unless noted otherwise on the plans. 26. The Jurisdiction has the first right of refusal for salvageable materials including but not limited to; manhole castings, sewer and water main piping appurtenances, etc. Materials deemed unsalvageable by the Jurisdiction shall be disposed of by the contractor. Contractor will notify Jurisdiction appointed personnel for pickup of salvageable materials. 27. Remove topsoil prior to trench excavation in accordance with specification section 2010 3.02 A.1. Upon completion of trench backfill, topsoil shall be respread and finish graded per specification section 2010 3.02 A.2. Section 01140 - 2 G&A 4024025 28. Contractor is responsible for performing compaction testing in accordance with specification section 3010 3.06 (trench compaction testing). 29. Contractor is responsible for maintaining the as-built location of all utilities. 30. Fertilize, seed and mulch all areas disturbed by construction in accordance with section 9010 of the specifications. Use Type 1 (permanent lawn mixture) for all maintained residential and commercial areas. Use Type 2 (permanent cool season mixture for slopes and ditches) for all areas typically not maintained. See plans for seeding method required (conventional or hydraulic). Payment for fertilizing, seeding and mulching will be based on lump sum price bid - no measurements will be made. Payment also includes furnishing water and other care during the care period, as specified. Acceptance of seeding work will be in accordance with specification 9010 3.10 A. Water System General Notes 1. Water main pipe shall be PVC (AWWA C900) or ductile iron pipe (DIP) as defined in sections 5010 2.01 A. and B. Of the specifications, unless noted otherwise on the plans. Minimum depth of cover for all water main pipe is 5' unless noted otherwise on the plans. 2. 3. 4. 5. 6. 7. 8. 9. All ductile iron pipe shall be installed with nitrile gaskets. Tracer wire shall be in accordance with section 5010 2.05 b. 1. (solid single copper conductor). All bolts shall be Type 304 stainless steel. Apply "Never Seize" to all bolts. All gate valves shall be resilient wedge, CLOW RW 6100 Series (Open Left). All valve mechanical joints and exposed hex bolts shall be stainless steel. All valves shall be installed with a centering ring with the valve box. Refer to Detailed Specification section for required hydrant, valve, and service line material specifications. Verify location of existing utilities beneath street/pavement before beginning installation of new service pipe. Contractor shall notify Jurisdiction and engineer when lead or galvanized services are encountered. Contractor shall not deactivate existing service until decision has been made relative to the work to be performed in the replacement of service. Contractor shall have on site the various lead or galvanized sized service pipe fittings. Concrete Pavements General Notes 1. Concrete mix shall be IDOT C-3WR or C-4WR for all pavement, driveways and sidewalks. Use of fly ash and ground granulated blast furnace slag (GGBFS) shall be in accordance with specification section 7010 2.02 C. 2. 3. 4. 5. Coarse aggregate for concrete mixes shall be Class 3 durability unless approved otherwise. Coarse and fine aggregates shall be furnished from an approved source in accordance with the specifications. Method of acceptance for aggregates shall be by quality certification furnished by the contractor. Contractor shall be responsible party for all testing and re-testing of P.C.. concrete as required by the specifications including; air content, slump, and cylinders. Certified plant inspection is not required for any concrete mix production. Provide concrete washwater containment in accordance with section 11,050 of the specifications. No separate payment will be made for concrete washwater containment - this work is incidental to construction.
