Demolition, site work, new construction, renovation and addition to a water / sewer project in Seville, Ohio. Completed plans call for the addition of a water / sewer project; for the demolition of a water / sewer project; for the construction of a water / sewer project; for the renovation of a water / sewer project; and for site work for a water / sewer project.

The project will add a sequencing batch reactor (SBR) to double the rated capacity of the Village's WWTP, increase dry weather capacity, and improve performance. The project includes replacement of decanters, construction of a new lab and controls building, clarifier replacement, roof and handrail replacement, controls, commissioning, and site restoration. Project Location: 4835 Mill Road, Seville, Ohio 44273 All work shall be completed within a reasonable timeframe as scheduled by the successful bidder, but will not begin prior to February 1, 2025, nor end after May 1, 2026. Engineer's Estimate of Probable Cost of Construction: $3,965,000.00. The Village reserves the right to dictate the construction duration as deemed necessary by the Village Council. Domestic steel use requirements as specified in section 153.011 of the Revised Code apply to this project. Copies of section 153.011 of the Revised Code can be obtained from the office of the Ohio facilities construction commission. The Village reserves the right to reject any or all bids and to waive any irregularities in bidding. The Village also reserves the right to increase or delete any portion of the proposed work. 1.3% of all contracts to MBEs and 1.0% of all contractsto WBEs. This project consists of the expansion of the Village of Seville Wastewater Treatment Plant by the construction of a second Sequencing Batch Reactor (SBR). The Project Documents involve the expansion of the existing WWTP to 1,000,000 gallons per day capacity from the current capacity of 500,000 gallons per day. This project includes the addition of a second 750,000 gallon per day SBR, construction of a new Laboratory Building, conversion of the existing Control/Laboratory Building to strictly a Control Building, replacement of the existing 150 kW generator with a new 400 kW generator and transfer switch, removal and replacement of the polishing clarifier tank internal components and controls, upgrading the various valving, pumps and blowers within the Polishing Clarifier Pump Room, existing SBR Pump and Blower Building along with the furnishing and installation of new mechanical equipment and piping, providing expanded and gated aggregate site access along with power and control wiring for all new treatment plant components. In addition, concrete repairs to both the existing SBR and Polishing Clarifier Tanks along with any necessary concrete repairs in the existing SBR pump and blower building are included in the project. The existing raw wastewater pump station, screening and grit removal facilities, UV disinfection unit, post aeration facilities and sludge digestion portions of the facility were originally designed for a peak flow of 4.0 mgd and do not require additional improvements. The General Contractor shall be responsible for a complete project including excavation, extension of existing and proposed utility lines and connection to and through tank and structure walls as appropriate, power and control wiring between the existing and proposed SBRs, Control Building and Raw Wastewater Pump Station control panels including disconnect switches, all required cast-in-place concrete, painting and backfilling and other Work indicated in the Contract Documents. The successful Contractor will be responsible to supply a complete and operational treatment system for this area. The Work is anticipated to be conducted in three (3) to four (4) phases, with major items of each phase described below. 1. Phase 1 consists of the excavation for the Laboratory Building and SBR CD for the Village of Seville Wastewater Treatment Plant. Construction of the Laboratory Building and SBR CD tanks, pump and blower building structures shall be included in this Phase. Although work may be performed simultaneously on both structures, completion of the Laboratory Building should be completed first to allow demolition within the Control Building to occur. Removing the lab equipment from the Control Building will facilitate the electrical improvements required to commission SBR CD. Work of this phase shall commence immediately following the Notice to Proceed and be substantially complete prior to commencing Phase 2. Removal and replacement of the Polishing Clarifier internals may be performed during this phase of construction. 2. Phase 2 shall consist of the construction of the Laboratory Building and SBR CD piping and appurtenances within the structures. As mentioned in Phase 1, work may be performed simultaneously on both structures; however, completion of the Laboratory Building should be completed first to allow demolition within the Control Building to occur. Removing the lab equipment from the Control Building will facilitate the electrical improvements required to commission SBR CD. Underground utilities outside the foundation footprint can be installed, stopping just short of connecting to existing piping. The Laboratory Building should be completed and commissioned prior to beginning the next phase. Removal and replacement of the Polishing Clarifier internals and concrete repair may be performed during this phase of construction. 3. Phase 3 shall consist of the demolition of the Control Building lab equipment and subsequent installation of the PLC and Control Panel for the operation of all four SBR tanks. Once the new PLC and Control Panel are ready to control SBR CD, the SBR CD utility connections can be performed and SBR CD commissioned. Removal and replacement of the Polishing Clarifier internals and concrete repair may be performed during this phase of construction. 4. Phase 4 shall consist of diverting influent from SBR AB to SBR CD, shutting down SBR AB and draining the SBR AB tanks for installation of the new decanters, valving, pumps and blowers along with concrete repair of SBR AB tankage and pump and blower building. During this phase, SBR AB control shall be transitioned over to the new Control Panel and PLC controlling all four SBR tanks. Removal and replacement of the Polishing Clarifier internals and concrete repair may be performed during this phase of construction. Site restoration, including sufficient vegetative cover, shall be established prior to closing out the Contract.
