Demolition, site work, renovation and addition to a mixed-use development in Huntington, West Virginia. Completed plans call for the addition of a two-story above grade industrial development; and for the renovation of a one-story above grade industrial development.

Coalfield Development Corporation (hereinafter referred to as Owner) invites proposals to provide all Work, including but not limited to labor, material, equipment, supplies, and transportation for the Black Diamond Sustainable Development Hub. The Project is located at Park Avenue and Camden Road in Huntington, Wayne County, West Virginia 25704. This Project includes Department of Labor regulations set forth at 41 C.F.R. part 60-4 establishing goals and timetables for the participation of minorities and women in the construction industry. Bidders must comply with the goals and conditions included in the Project Manual section titled "Requirements for Affirmative Action - Huntington, West Virginia." This Project includes the requirement to comply with the Davis-Bacon Act (40 U.S.C. 3141- 3148) as supplemented by Department of Labor regulations at 29 C.F.R. part 5. A Wage Determination is included in the Project Manual. The existing buildings are comprised of a series of connected one-story, high-bay industrial buildings. Demolition of one of these buildings and a portion of another is included in the Project. A new 2- story addition will connect to an existing building. The completed Project area of the new addition, rehabilitated structures, and existing building to remain is approximately 56,000 square feet. Environmental and hazardous materials testing has been performed by the Owner's consultants. Test results and analysis are available to Bidders as Reference Documents. The Owner will suffer financial loss if the Work is not Substantially Complete within the Contract Time as defined in the Bid Form, and if final completion is not achieved within the specified time frame following Substantial Completion. As liquidated damages, and not as a penalty, the Contractor and the Contractor's surety shall be liable for and shall pay the Owner $1,000 (one thousand dollars) per calendar day for each day beyond the Contract Time that either Substantial or Final Completion is not achieved. Bidders will be required to provide Bid security in the form of a Bid Bond for 5% of the Bid Sum using the form bound in the Project Manual. A Contract Performance Bond and a Contract Materials and Labor Payment Bond each equal to 100 percent of the Contract Price will be required from the successful Bidder in order to execute this contract. Other bidding requirements are described in the Project Manual. Doc note: within fourteen (14) days following the Bid Opening. Partial sets will not be issued. The Owner reserves the right to accept or reject any or all bids, to waive informalities, and to re-advertise.
