Site work and paving for a mixed-use development in Lincoln Park, New Jersey. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; water / sewer project; and sidewalk / parking lot.

Lincoln Park is undertaking the rehabilitation of eighteen (18) ADA-accessible curb ramps at seven (7) intersections throughout the Borough. The scope of work includes, but is not limited to: removal and replacement of concrete and granite block curbs; removal and replacement of concrete sidewalks, aprons, and ADA ramps; reconstructing of inlets with new heavy duty castings; replacement of traffic control signs; and, traffic striping. The main items of construction and approximate quantities include, but are not necessarily limited to: 60 square yards of (4') foot wide Portland cement concrete sidewalks, four (4") inches thick; 120 square yards Portland cement concrete driveway aprons and ADA ramps, six (6") thick with reinforcement; installation of 28 cast-iron ADA detectable warning surfaces; reconstruction of thirteen (13) Type A and B inlets with new castings; and, replacement of 1,200 linear feet of concrete curb. Funding for this project is provided by the United States Department of Housing and Urban Development to the County of Morris. Therefore, the Federal Labor Standards Provisions and Davis Bacon wage rates and reporting will apply. In all cases, the stricter of the Federal labor laws, when applicable, or New Jersey Department of Labor and Workforce standards (including the NJ Prevailing Wage Act (N.J.S.A 34:11-56.25 et seq., for public works projects) will apply. Attention is called to the fact that the contractor must ensure that employees and applicants for employment are not discriminated against because of their age, race, creed, color, national origin, ancestry, marital status, sex, affectional or sexual orientation. Small, Minority and Women's Business Enterprises are encouraged to submit bids. No bid may be withdrawn for a period of sixty (60) days after bids have been opened. The Borough reserves the right to reject any or all bids, to waive any informalities, deviations or omissions in any or all bids, and to accept such bids and make awards as may be most advantageous to the Borough. A bid may be withdrawn prior to the time for opening of bids or authorized postponement thereof upon written application of the Bidder who shall be required to produce evidence showing that individual is or represents the principal or principals involved in the bid. No bid may be withdrawn for a period of sixty (60) days after bids have been opened. Each bid shall be accompanied by a Guarantee in an amount of the lesser of ten percent (10%) of the total bid price or Twenty Thousand Dollars ($20,000.00), in the form of a certified check or cashier's check payable to the Borough or a Bid Bond issued by a Surety authorized to transact business in New Jersey and found acceptable by the Borough. Each bid must also be accompanied by the consent of a similarly acceptable Surety, guaranteeing a one hundred percent (100%) Performance Bond and a one hundred percent (100%) Labor and Material Payment Bond will be furnished upon award of the Contract. Bidders are required to comply with the Equal Employment Opportunity Requirements of N.J.S.A. 10:5 31 et seq. and the Affirmative Action Requirements of N.J.A.C. 17:27. Bidders are also required to comply with Chapter 150 of P.L. 1963 and the prevailing wage regulations promulgated thereunder. Simultaneously to bid submission, a Bidder must submit a Corporate Ownership Disclosure Statement in accordance with c.33, P.L. 1977. Doc Notes: Bid packages, including Contract Documents, Proposal Forms, Plans and Specifications, will be furnished to prospective bidders at the office of the Borough Engineer, Darmofalski Engineering Associates, Inc., 86 Newark Pompton Turnpike, Riverdale, NJ 07457. If the Contract is awarded, no refunds will be given. If for any reason the Contract is not awarded, refunds will immediately be returned to bidders pursuant to N.J.S.A. 40A:11-24(b) when the Contract documents are returned in reasonable condition within 90 days of notice that the Contract has not been awarded.
