Company Contact WKU Planning Design and Construction Doris Hayes Location Bowling Green, Kentucky Introduction: Western Kentucky University's Planning, Design, and Construction (PDC) department is requesting a proposal to provide professional services related to the WKU 2026-2032 Capital Plan submission. The architectural firm will assist in documentation for the submission of the replacement of the Ivan Wilson Fine Arts Center. The existing building, constructed in 1973, includes 156,854 gross square feet under roof. This project would consist of a new building and the demolition of the existing building. This project is WKU's number one project for WKU's 2026-2032 Capital Plan submission. The selected firm will assist in completing the required information for the SYP-2 form, which includes project scope, program planning, and cost estimates. A sample of this form is included as a separate attachment for reference. Project Expectations: The team will work closely with Planning Design and Construction's project manager in collaboration with the Dean of the College of Fine Arts and other university stakeholders to develop programming needs for a new facility. Additionally, other programs outside the current Fine Arts building could be integrated into the planning for this project. The firm will put together a team of professionals needed to assist WKU in filling out the SYP-2 form for the Capital Plan submission. Additional services, including a preliminary floor plan and renderings for the new facility may be needed for justification of project. Scope of Services and Project Deliverables: 1. Project Programming & Stakeholder Engagement: o Collaborate with key stakeholders to determine current and future programming needs for the new Fine Arts Center. o Assess whether other programs should be included in the new facility. o Provide space and program requirements for the new building that align with WKU's strategic goals and objectives. o Feasibility study and programmatic assessments. 2. SYP-2 Form Assistance: o Develop and provide all necessary documentation and data required to complete the SYP-2 form for the replacement of Ivan Wilson Fine Arts Center for the 2026-2032 Capital Plan submission. o Generate cost estimates, square footage requirements, operational cost, and phasing information necessary for the SYP-2 form. o Provide summaries, project scope, and financial needs. 3. Optional Services (floor plan): o Provide preliminary floor plan options based on the proposed program requirements. 4. Optional Services (renderings): o Provide a Rendering for the future FAC 5. Optional Services (schematic design): o Provide further schematic design development. 6. Optional Services (site review): o Review potential sites based on size of facility needs Proposal Requirements: Interested firms should submit a proposal that includes: 1. Firm Qualifications & Experience: o Provide experience in writing feasibility studies as it relates to state funding. o Listing of key personnel who will be assigned to the project. 2. Project Approach: o A description of how the firm will approach stakeholder engagement, program development. o A clear process for providing baseline cost estimates, programming, and preliminary design documents. 3. Schedule & Timeline: o A proposed timeline for completing the required services, including milestone deliverables for programming, SYP-2 form submission, and preliminary design. Description Dates Kick off Meeting November 11, 2024 Collaboration with programs November 18-December 6 First draft Jan 3, 2025 WKU review Jan 3-Jan 10 Final document for submission Feb 1, 2025 Additional/optional documents March 30 2025 4. Fee Structure: o A detailed fee proposal, including a breakdown of costs for the baseline SYP-2 form submission and the additional services noted as optional in the Scope of Services and Project Deliverables section. The proposal should include hourly rates for additional services needed. Selection Process: Proposals will be evaluated based on the firm's experience, approach to the project, and proposed fee structure. WKU reserves the right to select based on the best interest of the University. Scope of services may also change based on funds available or additional needs of the university The selection process will follow KRS 45A.825(7) Selection Without Interviews.
