Renovation of a laboratory facility in Rome, New York. Conceptual plans call for the renovation of a laboratory facility.
This is a Notice of Proposed Contract Action under FAR Part 13 - Simplified Acquisition Procedures and FAR Part 36 - Construction and Architect-Engineer Services. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATIONS OR BIDS. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System code is 541330 with a small business size standard of $25,500,000 in average annual revenue. The Air Force Research Lab/Information Directorate (AFRL/RI) requires Mechanical/Electrical/Plumbing (MEP) architect-engineer (AE) services to provide 100% final construction documents for the renovation of the H8 laboratory in Building 3 at the Rome Research Site, Rome, NY. The required MEP AE services include specialized Architectural, Structural, and Mechanical design services for a Class 1000 / Class 100 clean room lab, Equipment support space, Micro-Electronics lab room, and a large mechanical equipment support roof mounted penthouse. The anticipated period of performance is six (6) months. The Government intends to negotiate a sole-source contract for the Title I design services to: Towne Engineering, P.C. 18 South St. Utica, NY 13501 The Government has determined that no other source can meet this requirement as awarding to a contractor other than Towne Engineering at the current stage of 65% design development would result in a longer period of performance and a duplication of services already acquired by AFRL. A new designer, in the course of performing their professional duties, would need to review and reconfirm all that has already been developed thereby increasing the likelihood of both technical problems and increases in project cost. Introduction of a new designer would also introduce risk to scope certainty as the current design team has spent years assisting the user in scope definition through interactive RI site visits, visits to other specialized laboratory facilities, and frequent communication with the team at AFRL/RI. In addition, Towne Engineering possesses the knowledge and familiarity of construction projects that are adjacent to the proposed project area which brings value in reducing the risk of conflicts to the design documents. It is estimated that award to a new design team would result in a delay of approximately 12 months for the Government to obtain 100% completed construction documents and could potentially double the design fees incurred by the Government. Therefore, award to any other source would result in a substantial duplication of cost that is not expected to be recovered though competition and unacceptable delays in fulfilling the Government's requirements. This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated. However, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not reimburse firms for any costs associated with preparing or submitting a response to this notice. The Government anticipates an award date on or before December 2024. The Method of Contractor Selection has not been determined at this Time.
