Replacement of approximately 966 L.F. of existing 12" clay sanitary sewer with 18" SDR-26 PVC using an open-cut excavation, including removal and replacement of any existing service lateral connections, connections to manholes, removal and reconstruction of sanitary manholes, bypass pumping, placing new pipeline in service, and surface restoration. Bidders are advised that this Contract will be subject to the Illinois Steel Products Procurement Act. Overall Business Enterprise Program (BEP) utilization goal of 25% ($85,823.00 of the total grant funds) has been determined with 20% of the grant dollars going to minority-owned business enterprises (MBEs) and 5% of the grant dollars going to women-owned business enterprises (WBEs). The individual MBE/WBE utilization goals are based on the availability of certified vendors to perform the anticipated direct subcontracting opportunities of the Utilization Plan (UP). he successful Bidder shall provide at least 40% of all labor required for the completion of this project. The Bid shall be accompanied by a certified check or bid bond, in the amount of five percent (5%) of the gross amount of the bid and be payable to the order of the City of Spring Valley. Bids may be held by the City of Spring Valley for a period not to exceed 60 days from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of Bidders, prior to awarding of the Contract. The Owner reserves the right to accept or reject any or all Bids and to waive any informalities in the bidding.
