Demolition and site work for a residential development in Harrisonville, Missouri. Completed plans call for the demolition of a residential development; and for site work for a residential development.

The City of Harrisonville Code Enforcement Division of the Community Development Department is requesting proposals for demolition of a residential structure located at 1504 S King Avenue Harrisonville, MO 64701. SUMMARY OF REQUEST/ SCOPE OF GOODS AND/OR SERVICES Demolition of the existing residential structure located on the property at 1504 S King Ave Harrisonville, MO. 64701; all work known and unknown including disconnection and capping off of sanitary sewer line on the property side of the right of way boundary, disconnection and capping off of the domestic water service line on the inlet side of the water meter setter, demolition of the structure, contents, and vegetation grown up around the structure, leaving the lot graded and seeded, and proper disposal of all demolished materials and equipment. All work must be completed in accordance with City Adopted codes and policies, including submitting a demolition permit application and required performance bond, and State of Missouri regulations regarding disposal of construction and demolition waste and refuse. SUMMARY OF REQUEST/ SCOPE OF GOODS AND/OR SERVICES Demolition of the existing residential structure located on the property at 1504 S King Ave Harrisonville, MO. 64701; all work known and unknown including disconnection and capping off of sanitary sewer line on the property side of the right of way boundary, disconnection and capping off of the domestic water service line on the inlet side of the water meter setter, demolition of the structure, contents, and vegetation grown up around the structure, leaving the lot graded and seeded, and proper disposal of all demolished materials and equipment. All work per City Adopted codes and policies, including submitting a demolition permit application and required performance bond, and State of Missouri regulations regarding disposal of construction and demolition waste and refuse. A city business license for contractors is required. Traffic and pedestrian control are the responsibility of the contractor. All work is required to be completed no later than 12/15/2024, unless a time extension is agreed upon by the City of Harrisonville, MO. 2. SCOPE OF WORK IN ADDITION TO SCOPE OF GOODS AND OR SERVICES Bids shall be signed by the individual or authorized principals of the firm. Bids must give the full firm name and address of the bidder. Failure to manually sign the bid form may be cause for disqualification. The person signing bids should show title or authority to bind the firm in a contract. All bidders/Contractors shall include, with their bids, a list of at least three (3) current references for whom comparable work has been performed within the past 24 months. This list shall include the company name, person to contact, address, and telephone number. Failure to include references may be ample cause for rejection of the bid as non-responsive. Bids may be held by the City of Harrisonville, MO. for a period not to exceed sixty (120) days from the date of bid opening to review the bids and investigate the qualifications of bidders before the awarding of the contract. The bidder/Contractor shall ensure that the appropriate signatures and seals are affixed to the document. Bid Documents shall be sealed in an envelope, which shall be clearly labeled with the words "Bid Documents, 1504 S King Ave RESIDENTIAL STRUCTURE DEMOLITION City of Harrisonville, MO., and the Bidders/Contractor's name". Bids are invited for the work as described above in the Scope of Goods and/or Services. A contract may be awarded to the lowest responsive and responsible bidder. The City of Harrisonville reserves the right to reject any or all bids or to waive any informality in the bidding, or to negotiate and suggest modifications and amendments, which would make the bid acceptable 3. The City reserves the right to provide such questions and answers to all prospective offerors in the form of an addendum to the RFP. 4. PROPOSAL SUBMISSION REQUIREMENTS Sealed proposals must be received no later than 2:00 PM CST on November 13, 2024, at the City Clerk's Office, 300 E. Pearl St., Harrisonville, Missouri 64701. The sealed proposal must be marked "1504 S King Ave RESIDENTIAL STRUCTURE DEMOLITION" with the contractor's name. The offeror shall submit the following information/documents as part of the proposal: A. One original and 1 copy of the proposal B. Bid Affidavit C. Cover Sheet, completed and signed D. Information on the evaluation criteria (including cost proposal and pricing for subsequent renewal periods, if applicable). E. Proposed contract, attachments completed and signed Note: Proposals will not be accepted after the deadline for submission, regardless of the reason for such lateness. Proposals that are received after the submission deadline will be returned to the offeror unopened. Any exceptions to the terms and conditions and/or proposed contract contained herein must be submitted as part of the proposal. Firms selected will be required to provide proof of insurance, as stipulated herein. 5. EVALUATION CRITERIA Proposals will be evaluated in accordance with the following criteria: Offeror's quoted proposal pricing and exceptions, qualifications, experience, and ability to perform in a timely fashion. Note: The offeror is cautioned that it is the offeror's sole responsibility to submit information related to the evaluation categories. The City is under no obligation to solicit such information if it is not included in the offeror's original proposal. Failure to provide such information may harm the evaluation of the offeror's proposal. 6. EVALUATION PROCESS The City will consider a proposal nonresponsive when critical information is lacking. Informalities may be waived at the sole option and discretion of the City. The City also reserves the right to reject any proposals and make no award or multiple awards as a result of this solicitation. Responsive proposals will be evaluated in the following manner: A. An Evaluation Committee will review and rank all proposals individually on their technical merits and according to the criteria established in Section 5 of this RFP. The Committee may contact offerors if any clarification is needed on the proposal. B. Offerors whose proposals are ranked the highest by the Evaluation Committee may be asked to participate in an interview process to ensure a mutual understanding of both the City's requirements and the offeror's proposal. Interviews may be conducted either in person or by telephone. However, the Committee may decide that interviews are not necessary and make recommendations for the award based on the information provided in the proposal. C. The firm that provides the City with the most reliable and cost-effective goods and/or services based on the established evaluation criteria will be recommended. Note: In accordance with federal, state, and local laws, the bid documents will be available for public review following rejection of all bids; posting of the Notice of Intent to Award (for bids over $10,000); and execution of the contract and/or purchase order. 7. Right of Protest Any protest must be filed within five (5) business days of the date of posting of the Notice. The City shall be responsible for directly notifying bidders of the Notice of Intent to Award. Protests must be received in the office of the City Administrator and must contain the company or party name, address, phone number, and signature of the authorized representative; solicitation number; a detailed statement describing the grounds for the protest; and supporting evidence or documents to substantiate the claim. The City Administrator will review the information provided and issue a written decision within five (5) business days of receipt of the protest. This decision shall be final.
