The work consists of upgrading the HVAC system at the Lower Monumental Dam Powerhouse to install a modernized system capable of ventilating, heating, and cooling facility spaces using river water as the primary source for both heating and cooling. The system shall improve overall powerhouse pressurization to reduce smoke and dust infiltration, extend equipment life, and enhance indoor air quality for occupants. The project includes providing adequate ventilation, comfort heating, and cooling for all occupied spaces, and installing systems in the control room and stairwells capable of pressurizing those areas with clean outside air to prevent smoke intrusion during fire events. The contractor shall also replace the existing HVAC controls with a modern electronic control system operable from the control room to improve efficiency and reduce operational effort. Additional work includes providing permanent access platforms to facilitate maintenance of system components such as dampers and air filtration systems. The contractor is responsible for implementing comprehensive safety and quality control programs, including preparation of an Accident Prevention Plan, Activity Hazard Analyses, a Fall Protection Plan, and a Contractor Quality Control Plan, along with maintaining qualified on-site safety and quality control personnel throughout the project.
