The City of Hayward invites sealed Statement of Qualifications (SOQs)/Bids for 25-027 On Call Transportation Consulting Services. Each SOQ/bid shall be in accordance with the general provisions for purchase of work and services on file in the office of the Transportation, 777 B Street, Hayward, CA 94541-5114. The City of Hayward, California (the City) is located in Alameda County and is known as the "Heart of the Bay" because of its central and convenient location to San Francisco, Oakland, and San Jose. It is served by an extensive network of freeways and bus lines and has two BART stations and an Amtrak station. Currently, it is estimated that there are 148,000 residents of the City of Hayward with the City growing by approximately three percent since 2000. The City is governed by a City Council / City Manager form of government. The City Council is made up of six members plus a mayor that serves as the head of the City Council. The City Council appoints a City Manager to oversee the City's twelve departments. Vendor is required to quote "NEW" equipment, material or product. Recycled, remanufactured, or previously owned product will not be accepted unless otherwise stated in the solicitation. Changes in or additions to the SOQ/Bid, or its forms, recapitulations of the work bid upon alternative proposals, or any other modifications of the SOQ/bid which is not specifically called for in the contract documents may result in the rejection of the bid as not being responsive to the SOQ/bid. No oral or telephonic modification of any SOQ/bid submitted will be considered. Number of days shall mean calendar days After Receipt of Order (ARO). SOQs/Bids quoting delivery beyond the requirement may be rejected. SOQ/bids may be withdrawn by the Respondent prior to the time fixed for the opening of bids, but may not be withdrawn for a period of ninety (90) days after the opening of SOQ/bid. A successful respondent shall not be relieved of the SOQ/bid submitted without the City's consent or respondent's recourse to Public Contract Code sections 5100 et. seq. Any addenda or bulletins issued during the time of SOQ/bidding shall form a part of the drawing and specifications issued to respondents for the preparation of their SOQ/bids and shall constitute a part of the contract documents. It is the sole responsibility of the proposing firm to ensure that SOQ/bids are received prior to the closing time, as late SOQ/bids will not be accepted and deemed nonresponsive. The City will not be under any obligation to award any contracts or to use any "On-Call" agreement. The City reserves the right to award any number of contracts it deems necessary. No minimum amount of overall work is guaranteed to any firm awarded a contract. This is not an exclusive agreement and the City shall have the right to use other public works inspection services based on specific project and staffing needs. Project Overview: The City is seeking on-call consultants (individuals and/or firms) to provide comprehensive transportation engineering and transportation planning services with a focus on preparation of Local Transportation Analysis (LTA) and/or CEQA Transportation Analysis (CTA) for development projects on an as-needed, on-call basis to be determined by the City. Project Description: The City desires Selected consultants will be placed on an on-call consultant list with the City's Public Works-Transportation Division and may be called to prepare detailed LTA and/or CTA reports and/or related documents following the guidelines set forth in the City's Transportation Impact Analysis Guidelines located at online. Project Goals: Selected individuals or firms will be placed on the Public Works-Transportation Division On-Call Consultant List (On-Call List) and may from time-to-time be called upon by the City to prepare and submit detailed LTA and/or CTA reports and/or other relevant documentation or technical advice in order to aid the City's development review process. It is important to note that being selected and placed on the On-Call List does not guarantee work. When desired by the City, consultants on the On-Call List will either be asked to bid for individual projects, or will be selected by the City at the City's sole discretion. Consultants on the On-Call List that are selected for a project(s) will be expected to provide and submit detailed LTA and / or CTA reports, technical advice, and any other relevant documentation to the City's Public Works-Transportation Division for review and approval. Consultants may also be required to attend project scoping ("kick-off") meetings and attend in-person or online public hearings/meetings, public outreach or community meetings, meetings with regional or other agencies, or any other meeting that has been determined by City staff as necessary to complete the project. The consultant's ability to complete LTAs and/or CTAs in a timely manner is essential. The firm should have the staffing resources available to complete the work in a timely manner, following direction from City staff. Project Deliverables: The project includes the following deliverables: Project(s) may include, but are not limited to, the following deliverables: A. Draft and Final LTA and/or CTA reports written in accordance with the City's Transportation Impact Analysis Guidelines, which may include (but are not limited to) analysis and tasks such as: Vehicle Operations such as traffic data collection, traffic forecasting, trip distribution, intersection operations, queuing, traffic signal operations/coordination/timing, warrant analysis, segment/corridor analysis, site ingress/egress and Alameda CTC CMP analysis. Multimodal Operations analysis such as bicycle and pedestrian analysis, transit analysis, behavior and travel patterns, safety analysis. Site Plan and Circulation Analysis such as parking and site layout analysis, circulation, sight distance and visibility, geometric design, access and safety. Environmental Documentation and Support such as providing data and findings necessary for completion of CEQA documents and analysis, including, but not limited to, noise and air quality. B. Other relevant reports pertaining to development projects, including but not limited to, analysis assumptions memorandums, transportation analysis memorandums, existing conditions report(s), additional environmental documentation on an as-needed basis. C. Attendance by the consultant at meetings, including but not limited to, public hearings such as Planning Commission and City Council, community meetings, public outreach meetings/events, meetings with regional and local agencies, and project "kick-off" and scoping meetings. Overview of Scope Consultant Selection: The purpose of this RFQual is to solicit qualifications to provide all of the above services. Schedule: The following provides milestones in the consultant selection process for City of Hayward On Call Transportation Consulting Services: The SOQ/bid shall be organized in the following sections: Cover letter. The cover letter should identify the primary contact person for your team. Team. Identify key members and their qualifications, the primary location where work will be done, and your proposed team organization. Experience. Provide descriptions of relevant projects conducted by personnel proposed to work on this project. For each project, identify the client and the client contact for reference, start date, project duration, number of meters, geographic description of service and fee. Approach. Identify key project issues in each phase of the project and how they will be addressed. Proposed Scope of Services. The proposed scope of services should describe tasks and identify deliverables for the feasibility study as outlined above where applicable. Workplan. The workplan should show tasks that you consider important for this project and your estimate of the professional labor hours each month. The workplan shall be presented in tabular form, and is not subject to the 8 1/2 x 11-inch page size limit (but is subject to the 30-page limit). Proposed Schedule of Charges. Provide a schedule of charges for labor and expenses that you propose to charge the City on this project. Also, identify labor rates for the particular professional staff you propose will work on this project. The proposed schedule of charges is subject to negotiation prior to contract execution. Proposed Budget. Provide the proposed budget based on the workplan and proposed schedule of charges. The proposed schedule of charges is subject to negotiation prior to contract execution. Pricing must be submitted on a "not to exceed" basis. Do not use "TBD" or similar annotations for cost estimates. Resumes. Provide resumes for key personnel in Appendices. Disclosure. List any vendors that your company has a relationship with in Appendices. If any portion of the City's standard Professional Services Agreement is unacceptable to your firm, please identify the particular clause(s) in a separate letter to the City submitted with your SOQ/bid. All questions must be submitted to the Question & Answer portal within the City by 5:00 pm Thursday, November 7, 2024. This will allow sufficient time for any addenda to be issued by the City to all responders. The City reserves the right to reject any and all SOQs/bids, to contract work with whomever and in whatever manner the City decides, to abandon the work entirely and to waive any informality or non-substantive irregularity as the interest of the City may require and to be the sole judge of selection process. The City also reserves the right to negotiate separately in any manner to serve the best interest of the City. The City retains the right at its sole discretion to select a successful vendor. At the City's discretion, more than one vendor may be selected to perform services covered by this Request for Qualification. If selected, the firm will be required to sign a professional services contract and provide evidence of insurance coverage. The City reserves the right to require the submission of additional information that supplements or explains submitted materials. The method of Contractor Selection has not been Determined at this time.
