Pierce County is requesting statements of qualifications (SOQ) from qualified consultant(s) to provide a comprehensive range of on-call estimating services for construction and/or design projects for various maintenance and capital needs across a variety of County-owned and leased spaces. Pierce County has a variety of facilities managed by various County department's. Facilities include government and administration offices, courthouses, jails, county sheriff, sensitive high- risk locations, wastewater treatment plants, parks, security operations centers, radio towers, pump houses, ferries and airports, and other departments/buildings/locations throughout Pierce County in both leased and owned facilities. Each of these facilities require upkeep, improvements, and modifications and the need to estimate the costs for the planning, design, and construction of these projects for submission into budgets, decision making, and long-term planning. The type and precision of an estimate will vary depending on when the project will be executed. The construction, alteration, repair, or improvement, other than ordinary maintenance, executed at the County's cost, are required to comply with 39.04 RCW and 39.12 RCW for public works and prevailing wage. When schedules and/or timelines are requested, they may be inserted in landscape orientation in the appendix in lieu of the body of the SOQ, but then must be referenced in the SOQ body. The SOQ shall be submitted as an Adobe Reader compatible (PDF) file. Submittals that do not follow this format may be rejected. All questions must be submitted within the County's OpenGov Procurement Portal, under the Questions and Answer Section not later than 3:30 pm on Friday, November 15, 2024. Bidders must be registered in the OpenGov Procurement Portal software in order to submit questions, receive addenda, notifications and ultimately submit a proposal. Submittals should present information in a straightforward and concise manner. The written SOQ should be prepared in the sequential order . Each Statement of Qualification (SOQ) is limited to 12 (twelve) numbered pages excluding the cover page (limited to one page), cover letter (limited to 2 pages) and appendices. All pages shall be in portrait orientation with 1-inch margins. Font size shall be 11 point or larger. If charts and/or graphs are utilized, text must be no smaller than 9-point font. The initial contract period is anticipated to be for 12 months The County has the option of renewing for an additional four years after initial contract is executed. The actual schedule will be negotiated with the selected firm based on consultant and agency staff availability and finalized scope of work.
