Renovation of a military facility in Mammoth Cave, Kentucky. Completed plans call for the renovation of a military facility.
This Request for Proposal (RFP) is a total small business set-aside in accordance with FAR Clause FAR 52.219-6 Notice of Total Small Business Set-Aside (NOV 2020). Work for this project requires the Contractor to be responsible for supplying all labor, materials, equipment, utilities, miscellaneous items, freight and delivery and all necessary valid licenses for the work summarized as follows: 1. Building 1 Administration Roof. 2. Building 4 Raider Dorm Roof and Ceiling. 3. Building 7 Shirley Dorm Roof and Ceiling. 4. Building 11-Ramger Office Roof. The Government will award a single contract, resulting from this solicitation to the responsible Offeror, whose proposal conforms to the solicitation, and will be the best value, using Lowest Priced Technically Acceptable (LPTA) source selection process. Great Onyx (GRO): This project is located at the Great Onyx Job Corps Civilian Conservation Center located 40 of miles from Bowling Green, KY in Warren County. The address is 3115 Ollie Ridge Road Mammoth Cave, KY 42259. Driving instructions can be obtained from the Center by calling (270)286-1022. A site visit is available in accordance with FAR Clause 52.236-27 Site Visit (Construction) Alternate I (Feb 1995) refer to the attached RFP for detaisl. A Bid Guarantee is required in accordance with FAR Clause FAR 52.228-1 Bid Guarantee (SEP 1996). Performance and Payment Bonds are required in accordance with FAR Clause FAR 52.228-15 - Performance and Payment Bonds -- Construction (JUN 2020) (DEVIATION MAY 2023). The Government will award a single contract, resulting from this solicitation to the responsible Offeror, whose proposal conforms to the solicitation, and will be the best value, using Lowest Priced Technically Acceptable (LPTA) source selection process. Offerors are encouraged to submit all questions in writing by 6 February 2025 at 1200 EST. An abstract of the questions and answers, and a list of conference attendees, will be disseminated. Estimated Contract Magnitude: Between $250,000 and $500,000. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Period of Performance: 02/28/2025 to 07/14/2025 MBE (12%), WBE (6.9%), SBE (100%) 1. Base Item No. 1- Administration Roof. a. Measurement: Contractor shall verify all quantities and field conditions. b. Payment: The contract lump sum price as shown in the Schedule of Items includes all materials, equipment, labor and incidentals to: 1) Remove existing asphalt shingles, underlayment, drip edge, flashing/boots, accessories, and properly dispose of off-site. 2) Contractor to inspect soundness of all existing materials prior to installing new materials. Contractor must walk roof with Center POC prior to placement of new roof materials. 3) Install new underlayment and continuous drip-edge. Drip-edge color shall be selected by the Contracting Officer (CO), from the manufacturer's full color palette. 4) Install all trim, roof penetration flashing/boots, accessories, and fasteners per manufacturer's recommendations. 5) Install ridge vents along full-length of ridge according to manufacturer's recommendations. 6) Install standing seam metal roof. Color shall be selected by the CO, from the manufacturer's full color palette. 7) Seal all penetrations with butyl based caulking. 8) Install new gutters and leaf covers with downspouts. Color shall be selected by the CO from the manufacturer's full color palette. 2. Base Item No. 2- Building 4 Raider Dorm Roof and Ceiling. a. Measurement: Contractor shall verify all quantities and field conditions. b. Payment: The contract lump sum price as shown in the Schedule of Items includes all materials, equipment, labor and incidentals to: 1) Remove existing asphalt shingles, WHERE DESIGNATED, underlayment, drip edge, flashing/boots, accessories, and properly dispose of off-site. 2) Contractor to inspect soundness of all existing materials prior to installing new materials. 3) Install new underlayment and continuous drip-edge. This would be above and beyond the quantity identified for replacement in the plans.
