The County reserves the right to accept other than the lowest offer, reject any or all offers in part or in total for any reason, to accept any offer if considered best for its interest, and to waive informalities and minor irregularities in offers received. d. The County may accept any item or group of items of any offer unless the offeror qualifies the offer by specific limitations.
