The project provides for the rehabilitation of Smithneck Road from SR 49 to the end of pavement approximately 4.5 miles (2366.64 linear feet) south of Highway 49. The existing roadway is 26 feet wide (two 12-foot-wide lanes) with 7-foot graded unpaved shoulders. The proposal is to pulverize, grade and compact the existing roadway section This will provide a 24-foot-wide travel way with two, 2-foot paved shoulders and 1-foot graded unpaved shoulders. Incidental work will include the installation of recessed centerline markers and a striped centerline and edge lines. This project proposes to install Class II bikeway lane markings and signage on Smithneck Road (County Road S860) between State Route 49 and Smithneck Creek County Park. The project may also include installation of a pedestrian crosswalk markings with advance signage at or near the intersection of State Route 49 and Smithneck Road. Scope of Work Preliminary engineering, Project Approvals & Environmental Documents (PA&ED) has been completed for this projects and Sierra County now wishes to select a qualified firm to prepare final design/final bid documents (plans, specifications & cost estimate- PS&E) for this project and to provide final environmental documentation (National Environmental Policy Act - NEPA) Listed below are tasks the Consultant is expected to incorporate in the proposed scope of services. It is not intended that the tasks included below comprise a comprehensive list or are the only tasks required for this project. Each Consultant should, based on its expertise, develop a comprehensive and detailed scope of services necessary to deliver Plans, Specifications & Estimate (PS&E), right-of-way engineering (plats and legals), and Construction/Bidding Support. 1. Project Management Includes a detailed and updated Microsoft Project design/environmental schedule Project Meeting and Stakeholder Coordination Quality Control NEPA Documentation. The Consultant shall complete all required studies and prepare reports and other documentation necessary to obtain both National Environmental Policy Act (NEPA). Studies, reports, and other documentation required for NEPA clearance shall be provided to the County for submittal to Caltrans for approval. The tasks shall include but not be limited to those items required in the Preliminary Environmental Study (PES) completed for the project. The Consultant shall coordinate and provide documentation to Caltrans in order to obtain NEPA environmental clearance. It is expected that Caltrans will prepare the NEPA environmental clearance document. The Consultant shall prepare the necessary environmental permitting packages for the project. It is anticipated that the following permits may be required: Section 404 Permit (U.S. Army Corps of Engineers) Section 401 Water Quality Certification (Regional Water Quality Control Board) Streambed Alteration Agreement (Department of Fish and Game) Basis of Design Technical Memorandum - written description of the basis of design. Interim Design Submittal at 65%; Plans, design calculations and documents, opinion of construction cost. Interim Design Submittal at 95%; Plans, technical specifications, updated opinion of construction cost, response to comments from prior review. 100% Plans, Specifications and Estimate, response to comments from prior review. Final Bid Documents (Final Mylar Plan sheets fully executed by Consultant and any necessary permitting agency, Final Opinion of Construction Cost, Final Technical Specifications). The County intends to base the Project plans and specifications on the Caltrans 2018 Standard Specificationsand Plans. EVALUATION CRITERIA The Proposal for Professional Engineering and Environmental Services submitted in response to this Request for Proposals will be used as a basis for selecting the engineering Consultant for this project. The Consultant's proposal will be evaluated and ranked according to the criteria provided in Appendix B "Evaluation Criteria" of this Request for Proposals. This project is funded under the State Transportation Improvement Program (STIP). Proposers are advised that, as required by federal law, the County of Sierra is implementing Disadvantaged Business Enterprise (DBE) requirements. Consultants need to comply with requirements of the Caltrans Local Assistance Procedures Manual (LAPM). The County has established an overall DBE participation goal of 4.0% for this project. The Consultant must complete and submit the form titled Exhibit 10-01 Local Agency Proposer DBE Commitment (Consultant Contracts) with this proposal.
