Site work for a municipal facility in Cortlandt Manor, New York. Completed plans call for site work for a municipal facility.
Reference Number 0000367003 The work includes the removal of approximately 7,135 cubic yards of unauthorized imported fill identified as Stockpiles #1 and #2 from the Town of Cortlandt Department of Public Works Yard located on Arlo Lane. The stockpiled material contains metals and polyaromatic hydrocarbon (PAHs) at above applicable soil standards (commercial, industrial, or protection of ecological resources). Removed soil shall be transported off site for disposal to a Town approved disposal facility. As part of the soil removal the Contractor will be responsible for conducting daily air monitoring to document air emissions for particulates meet project action limits. The stockpiles are also directly east of a NYSDEC wetland. The Contractor shall provide erosion controls to prevent impacted soil from entering the wetland during the work. Following completion of the removal, the Contractor shall stabilize all areas as indicated on the drawings. Site restoration will include approximately 640 square feet of wetland restoration which will include placement of topsoil and a wetland seed mix. Stockpile #1 is a screened pile and stockpile #2 contains visible construction and demolition (C&D) debris. It is unknown whether C&D also includes asbestos containing material (ACM). The Town is in the process of conducting an ACM investigation of the stockpiles and results will be made available to the Contractor when they are received (mid-November). Because it is unknown whether ACM exists, the Contractor shall provide two bids as presented in the bid table. Alternative 1 bid will be priced as if no ACM is present. Alternative 1A will be priced assuming the unscreened stockpile contains non-friable ACM and that all material from this pile must be handled and transported off site for disposal in accordance with requirements for non-friable ACM. Question Acceptance Deadline 11/08/2024 12:00 PM EST Questions are submitted online No General Requirements - Bid Deposit Required - Certified Payroll - Contractors License Required - Insurance Required - License Required - Prevailing Wage Required Bonding Requirements - Bid Bond 5 % - Performance Bond 100 % - Labor and Materials Bond 100 % - Payment Bond 100 % -- Each Bidder is required to deposit at the time of submission of the bid within the sealed envelope, a Bid Bond or certified check in an amount representing five (5%) percent of his bid payable to the Town of Cortlandt, NY, which amount the bidder agrees is to be forfeited if he is awarded the contract and he shall thereafter fail to execute the Contract with the Town under the conditions of this Proposal or to furnish the bonds required for the faithful performance of this contract. Work is expected to commence on or about March 3, 2025 and last 90 consecutive calendar days. The Bidder shall be required to complete all work during normal business days and hours, and work uninterrupted until all material is removed from the site and the wetland disturbance restored. The start date is flexible and work may start sooner depending on weather. No additional payment shall be made for starting work earlier or later as noted in these bid documents. *The Bidder shall pay special attention to the bid proposal form and provide pricing for both options. The Town of Cortlandt reserves the right to award the contract to the lowest responsible bidder for either alternate.
