This Project scope involves the pavement rehabilitation of the streets within Northeast Willows residential area. Northeast Willows is contiguous with the City of Willows and within the City's sphere of influence but lies outside the city limits within the unincorporated area of Glenn County and is under Glenn County's jurisdiction. The area is bounded by the Glenn Colusa Irrigation District Canal on the east, the Southern Pacific Railroad on the west, State Route 162 on the south, and industrial and large lot residential property on the north. The area is primarily a residential area east of North Colusa Street, but west of North Colusa Street is a strip of industrial parcels, and the County Corporation Yard is located at the north end of North Colusa Street, both of which generate heavy truck loads. The County of Glenn reserves the right to reject any or all bids and to waive any informality in any bid.
