The County of Glenn reserves the right to reject any or all proposals and to waive any informality in any submission. The County, in conjunction with the California Department of Transportation (Caltrans) Highway Safety Improvement Program (HSIP), is proposing the replacement of 5,800 linear feet of fire damaged wood post guardrail with new standard Midwest Guardrail System guardrail with metal posts, plastic blocks and in-kind end treatments. All work will occur within the existing right-of-way and involves negligible or no expansion of the existing use. The following is an outline of anticipated tasks required to complete the Construction Engineering Services. Consultants preparing a Technical Proposal should elaborate on these tasks within their Proposal. All work shall be completed under the responsible charge of professionals, appropriately licensed in California for the type of work to be completed. Contract Bid Assistance – Although the County anticipates completing project bidding with County staff, responses shall address all tasks required for soliciting bids from contractor(s). Examples of tasks may include reviewing bid packages, verifying funding source requirements, responding to requests for information, preparing addenda, completing public interest findings, facilitating a prebid meeting, conducting bid opening, preparing a bid tabulation, and conduct a bid analysis to evaluate the bids to justify the award or rejection of the bids and assure that good competition and the lowest possible cost was received. Construction Engineering/Management – All tasks associated with delivering a completed capital improvement construction project in accordance with the requirements of the Caltrans Local Assistance Procedures Manual (LAPM) and Caltrans Construction Manual. The selected consultant shall act as Resident Engineer (RE) and inspector for the project.
