Site work and paving for a mixed-use development in Sanford, Florida. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
Curb, Gutter, Sidewalk Driveway, Roadway Repairs and Replacements throughout Seminole County Services Areas as designated by Seminole County Utilities Operations. The Contractor shall furnish all labor, materials and equipment necessary to complete replacement of asphalt pavement, and concrete sidewalk, driveway curb which was disturbed as a result of repairs or construction activities by Seminole County Utilities. The Contractor shall also furnish any and all labor, materials and equipment to construct miscellaneous concrete projects such as sidewalk, slabs and footers, etc. Question Submission Deadline:November 18, 2024, 5:00 pm The Contractor shall furnish all labor, materials and equipment necessary to complete replacement of asphalt pavement, and concrete sidewalk, driveway curb which was disturbed as a result of repairs or construction activities by Seminole County Utilities. The Contractor shall also furnish any and all labor, materials and equipment to construct miscellaneous concrete projects such as sidewalk, slabs and footers, etc. 1) Quality Assurance and Quality Requirements: Quality shall be in accordance with the applicable section of the latest edition of the "Florida Department of Transportation Standard Specifications for Road and Bridge Construction", or the standard specifications and codes of Seminole County, specified herein. In case of conflict between County and F.D.O.T. requirements, the County requirements will govern. 2) Submittals: Provide submittals for all materials and equipment incorporated into the work. 3) Asphalt, Aggregate Mixtures: Per F.D.O.T. specifications, Section 330 4) Base Materials: Per F.D.O.T. specifications, Section 911 - 914. 5) Concrete: Per F.D.O.T. specifications, Section 522 6) Traffic and Parking area Markings: Construction site is to be restored to match existing traffic control markings prior to construction. Per F.D.O.T. specifications, Section 102 and Section 710 -714. 7) Execution: A) Asphalt Repairs: o On areas to be patched or repaired, the County may or may not, at their option, provide compacted base materials to existing asphalt surface elevation. o Contractor shall be responsible for cutting the base surface to grade and tacking the surface prior to laying the asphalt and compacting to meet specified thickness. o Contractor shall, if necessary, re-cut the existing edge of the asphalt to provide a vertical, undamaged edge. o Repairs shall include, if necessary, the addition of base material in low areas to bring the final base to required elevation. o The Contractor may, at their option fill the low areas but not exceeding two inches with asphalt laid in maximum one-inch compacted lifts. o In the event that it is necessary to construct the entire required thickness of base, the Contractor will be compensated at the unit price set forth in the bid response form of values. The bid unit prices for base material installation will include removal and disposal of any temporary backfill prior to repairs or construction. The Contractor shall replace any traffic and parking markings to match any existing traffic controls, prior to repairs or construction. Pavement for these markings shall be included in the asphalt unit prices set forth in the bid response form. B) Concrete Repairs o On areas of concrete to be repaired or replaced, the County may or may not, at their option, remove broken concrete. o Contractor shall be responsible for, if necessary, re-cut the existing edge of the concrete to provide a vertical, undamaged edge. o Repairs shall include, if necessary, the addition of base material in low areas to bring the final surface to required grade. o The bid prices for concrete installation shall include the removal and disposal of any temporary backfill and removal of spoils. Protection of curing concrete shall be the responsibility of the contractor. 8) Sidewalk, Driveway, Slabs, Walls and Curb Repairs: Protection of concrete during curbing will be the responsibility of the contractor. All concrete shall be curbed per F.D.O.T. Standard Specifications. 9) Sodding: Sod shall match the type of existing prior to the construction or repair. The quality and maintenance shall be in accordance to F.D.O.T. Standard Specifications. 10) Traffic Control: o Contractor shall maintain a two-way traffic and access to business and residences at all times. o Proper safety devices will be used to direct vehicle and pedestrian traffic around construction areas. o All traffic safety devices and control devices shall be in accordance with the latest edition of the F.D.O.T. "Manual of Traffic Control and Safety." 11) Response Time: o Contractor shall begin work within twelve (12) calendar days of receipt of a release order describing the work and its location and shall notify the County twenty four (24) hours in advance of beginning work. o Work shall be completed within three (3) calendar days after beginning the work. o Purchase orders for requested work will be transmitted of electronic email, completion time shall begin the next normal County business day. o The contractor is required to complete all work within fifteen (15) calendar days (12 Days to begin work and 3 days to complete the job.) after receipt of a work order request. NO EXCEPTIONS. 12) Job site Clean-up: All excess asphalt, base materials, concrete spoils and other construction debris shall be removed and secured from roadways and R.O.W. immediately upon completion of daily work. Construction debris will not be allowed to accumulate and must be removed if a safety hazard exists as determined by the County. The contractor shall confine their work materials, debris and equipment within County R.O.W. and easements. There will not be a Pre-Proposal Conference for this IFB. All prospective Bidders are hereby instructed not to contact any member of the Seminole County Board of County Commissioners, the County Manager or Deputy Manager, or any Seminole County Staff members other than the noted Purchasing & Contracts Division Contact Person, Louis Straffi, regarding this IFB or their written bid at any time prior to the posting on the COUNTY of the recommendation and intent to award by County staff for this project. Any such contact shall be cause for rejection of your bid. Interpretation of this clause will be solely at the discretion of the COUNTY. If a Bidder encounters technical difficulties using the COUNTY e-Procurement Portal, or needs assistance using the Portal, Bidders may access the Help Center for vendor training guides provided by OpenGov-Procurement, the Software Administrator. Proposers may also contact the Software Administrator using the real-time chat function on the COUNTY e-Procurement Portal (located in lower right-hand corner of the screen), or via email at support@procurenow.com for support. The Bidder is required to submit ONE (1) ELECTRONIC FORMATTED file of their complete written bid. Bidders may withdraw their bid electronically via the COUNTYS e-Procurement Portal at any time prior to the scheduled due date and time for submission. All Bidders should carefully examine the IFB documents. Any ambiguities or inconsistencies shall be brought to the attention of PCD Contact Person in writing via the Q&A tab in the COUNTY e-Procurement Portal prior to the scheduled due date and time for submission. Failure to do so, on the part of the Bidder, shall constitute an acceptance by the Bidder of any subsequent decision made by the COUNTY. Any questions concerning the intent, meaning and interpretations of the IFB documents including the attached Draft Agreement, shall be requested in writing, and received no later than 5:00 pm on Monday, November 18, 2024. Written requests shall be submitted via the COUNTY e-Procurement Portal The COUNTY will not be responsible for oral instructions made by employees of the COUNTY or its authorized representatives in regard to this IFB. If the Q&A deadline has passed, a Bidder may contact the COUNTY directly if necessary at lstraffi@seminolecountyfl.gov. The COUNTY reserves the right to reject any questions sent after the Q&A deadline. Should revisions to the IFB documents become necessary, the COUNTY will post Addenda information on the COUNTY's e-Procurement Portal. The COUNTY e-Procurement Portal will issue an automated email notification to all Followers on the IFB's Followers list. All Bidders should check the COUNTY or notify Louis Straffi to verify information regarding Addenda. Failure to do so may result in rejection of the Bidder's submitted bid and a determination as "Non-Responsive". By execution of the Formal Notice for this IFB, the Bidder acknowledges receipt of all Addenda issued under this solicitation. Addenda information will be posted on the COUNTY It is the sole responsibility of the Bidder to ensure that they obtain information related to any Addenda. The COUNTY reserves the right to accept and make award to those Bidders, who in the opinion of the COUNTY, will be in the best interest of and/or the most advantageous to the COUNTY. The COUNTY reserves the right to reject all bids/proposals, make multiple awards (award to more than one vendor), make a partial award, to re-solicit and advertise for new bids/proposals, or to cancel the project in its entirety. The COUNTY reserves the right to reject the bid of any Bidder who has previously failed in the proper performance of an award or to deliver on time agreements of a similar nature or who, in the COUNTY's opinion, is not in a position to perform properly under this award. The COUNTY reserves the right to inspect all facilities of Bidders to make a determination as to the available resources to perform properly under this award. The COUNTY reserves the right to waive any irregularities, informalities, and technicalities and may, at its discretion, issue a re-procurement.
