Ellis County Kansas Commission is accepting Request for Proposals (RFP), to install approximately 136' of a privacy flat top 3-channel fence. This fence will be located at the Ellis County Law Enforcement Center located at 105 West 12th Street in Hays Kansas. This fence will be located around the rock garden between the law enforcement center and the Hays Public Library. An image of the building's East parking lot is attached at the end of this section. The type of projects/support anticipated under this contract are identified below, however, the requested work will not be limited to this list. Scopes of individual projects, deliverables, schedule, and associated fees will be developed and agreed upon prior to the commencement of work requests under this contract. Some services may be small and ad-hoc in nature and therefore may not require development of deliverables, schedule, and fees. Ellis County Kansas Commission is accepting Request for Proposals (RFP), to install approximately 136' of a privacy flat top 3-channel fence. This fence will be located at the Ellis County Law Enforcement Center located at 105 West 12th Street in Hays Kansas. Schedule to complete work shall be stated in each proposal. No Sales Tax is to be included and the successful company will receive a tax exemption certificate upon award if requested. An Insurance Certificate listing a minimum of two-million-dollar ($2,000,000) Umbrella Liability policy for up to two million dollars per occurrence shall be requested of the successful bidder. The total project costs should not require the contractor to secure a performance bond per KSA 60-1111. The scope for the project includes but is not limited to the following major areas. If the contractor plans to provide different specifications as listed in the proposal, they will be accepted and reviewed for comparison. Fence Installation The current area does not have a fence. This will be a new installation. The goal is to help protect the equipment (Generator, air conditioners, and chiller) from vandalism and/or accidents. It is desired to select a fence that is aesthetically pleasing to the area and closely matches railing by the basement stairs at that same location. The base bid for the project for approximately 136 linear feet of privacy fence that is 6' tall. Pricing for this bid should include a commercial grade aluminum option. Post sizes and thickness of the posts and fence panels should be of thicker material for durability and to prevent sagging or bending. The color of the fence is to be black. The base bid includes the area highlighted in the attached picture with the solid red line. The exact dimensions for proposal pricing should be completed by the contractor and are the contractor's responsibility. It is requested that the contractor schedule an appointment with Ellis County to review the site and measurements prior to submitting a bid. The location has an abundance of electric and gas lines located directly below the area. This south portion of the fence line should include an 8' gate (2 - 4' swing gates) installed in the area located by the blue line in the attached picture. Exact location to be determined upon award of bid in consultation with County staff. Gates are to be latched and closed by using a commercial grade Canebolt (Drop Pin Kit) and commercial grade hinges. The contractor will be responsible for receiving, unloading, hoisting, cutting, pouring any replaced concrete, and freight to the project site location. The area of the rock garden should be cleaned up after digging holes to ensure the rock area is clean of dirt.
