The City of Harbor Springs reserves the right to accept or reject any or all proposals and to award to the bidder whose bid best serves the interest of the City The contract completion date is Sunday, October 26, 2025. Bidders acknowledge that no contract is created until a written contract is approved by the City Council and executed by the City. The City is allowed to perform additional investigation after Council action and prior to execution of the actual contact. No proposal may be withdrawn for a period of 60 days from the day of the bid opening. All proposals shall include a bid bond or bank letter of credit in the amount of 5% of the contract amount.
