Submit questions by 11/6/2024 by 2:00pm EST The Maryland Department of Natural Resources (DNR or Department) is soliciting bids to procure the following: The purpose of this small procurement contract is to obtain a source of supply for Seedling Cooler Renovation for the Maryland Forest Service, Ayton Tree Nursery at a firm fixed price for the term shown herein. The State may award one time or multiple contracts to the lowest responsive and responsible bidder SPECIFICATIONS Department of Natural Resources Forestry Services AYTON TREE NURSERY SEEDLING COOLER RENOVATION The State of Maryland's Commitment to Purchasing Environmentally Preferred Products and Services (EPPs)Maryland's State Finance & Procurement Article 14-410 defines environmentally preferable purchasing as "the procurement or acquisition of goods and services that have a lesser or reduced effect on human health and the environment when compared with competing goods or services that serve the same purpose." Accordingly, Bidders are strongly encouraged to offer EPPs to fulfill this contract, to the greatest extent practicable. SEEDLING COOLER REFRIGERATION RENOVATION 1) General Requirements a) The State of Maryland, Ayton Tree Nursery will be replacing the seedling cooler refrigeration system on the west side of the seedling processing building. Current equipment consists of 2 Copeland Discus units, Model #:3DA3A075E-TFC-800 using R22 refrigerant located on the southwest corner of the seedling processing building. b) TIMING OF WORK The existing cooler is in use for storing seedlings from February 1 until May 1 of the year. Renovation work must be completed before February 1, 2025 or between May 1, 2025 and June 30th, 2025 2) Product Specifications (SCOPE OF WORK) a) Recover refrigerant from the existing systems and recycle as required. b) Remove the existing refrigeration equipment and associated piping- recycle all materials. All materials to be removed from nursery property. c) The center evaporators in each box will remain to be used for air circulation. d) Install new Trenton refrigeration systems Model # TEZA060H8-HT3D-B or equal to match the existing equipment capacity- two condensing units and four low velocity evaporators in each box. Condensing units' voltage shall be 208/230 volt 3 phase. e) Condensing units shall have: 3/8 tubing coil construction, anti-short cycle time delay, a crankcase heater, discharge line temperature sensor, fan guard, fan motors protected with internal overloads, pre-formed piping, receiver with fusible plug and liquid shutoff valve, suction service valve, weatherproof electrical control box with compressor contactor and fused control circuit, high efficiency enhanced copper tube and aluminum fin coil design, shall be compatible with low GWP refrigerants and an outdoor weatherproof steel cabinet. f) Evaporators shall have: 3/8 tubing coil construction, fan guards, dual refrigeration coils with 2-way air distribution to reduce air velocities, fan motors inherently protected with internal overloads, heavy gauge aluminum cabinet, hinged drain pan for cleaning and service, be compatible with low GWP refrigerants. Additionally, evaporators shall be mounted in the existing cooler no lower than existing evaporators to maintain existing clearance in the cooler. g) Install new refrigeration piping for new equipment, ACR type copper, with brazed joints, with 3/4" wall armaflex insulation with a white vinyl covering to protect the insulation. h) A nitrogen purge shall be utilized while brazing to prevent the formation of copper oxide. Once all piping is complete, the systems shall be pressurized with nitrogen to verify they are leak free. - The systems will then be evacuated to below 500 microns static held for at least an hour. i) The system shall be charged with R-448a refrigerant which meets current and future ODP GWP requirements. j) New drain lines shall be installed and run down to the floor to retain humidity in the space. Location to be determined with Nursery staff. k) The existing electrical service will be reused. New electrical whips from the disconnects to the units shall be provided if needed. l) Two KE2 temperature controls or equal will be provided to run two systems in the box. This control will also provide defrost control. m) Once all installation work is completed, the system shall be started up with all components verified for proper operation. n) The System shall be designed to hold a consistent operating temperature of 38 degrees Fahrenheit. o) The compressors will have a 5-year part-only warranty that allows for up to two compressor replacements per unit within that time period. All other components have a one-year parts and labor warranty. 3) License Requirements a. Successful bidder shall be licensed to provide and install HVAC equipment in the state of Maryland. 4) Quality Clause a. Contractor shall perform the Services to the best of the contractor's ability, diligently, in good faith, in a professional manner, free from errors and/or deficiencies, and consistent with the terms and conditions contained in this agreement. 5) Open Market Clause 6) Site location: Ayton State Tree Nursery 3424 Gallagher Road Preston, Md 21655 MBE (0%), SBE (0%)
